Site work and new construction of a power facility in Stowe, Vermont. Completed plans call for the construction of a power facility; and for site work for a power facility.
The project consists of rehabilitating the existing concrete dam and spillway, restoring and extending the existing concrete sluiceway, construction of a new hydroelectric powerhouse structure that will contain the turbine, draft tube, generator, and hydroelectric controls, and associated site work and other project related construction. Bidder Questions submitted to SED - January 16, 2026 by 4PM . Anticipated Notice of Award: February 25, 2026 . Anticipated Notice to Proceed: March 13, 2026 . Historic Structure Restoration: work performance by December 31, 2026 . Dam Rehabilitation: work performance by September 17, 2027 . Final Acceptance: December 31, 2027 Purchase Description / Scope of Work 1. Scope of Work. A. SED is soliciting an agreement with a Contractor that can provide services for the rehabilitation of the Smith's Falls Dam, construction of a hydroelectric facility, and other associated work, located at 435 Moscow Road in Stowe, Vermont (the "Work" or the "Scope of Work"). SED is seeking to complete the Smith's Falls Hydroelectric Project such that no supplemental support is required from SED staff or personnel other than the administration and oversight of the project. B. Definitions a. SED - Town of Stowe Electric Department b. Contractor - The bidder who will perform the work specified within this document. c. Engineer - The Town of Stowe Electric Department's representative C. Reference Materials - The Work references the below listed external documents, which are available in electronic format upon request. a. FERC Order Granting Exemption from Licensing re the Town of Stowe Electric Department's Smith's Falls Hydroelectric Project under P-15366. b. A map showing the assumed location of the existing electrical and telecommunications conduit located on the project site has been provided as additional information to the bidder. It is assumed that existing conduits will bereused for the purposes of this project. The need for new conduit, in addition to existing, are specified within the Bid Documents. c. Installation Sequence - schematics and descriptions outlining the general sequence for installation of the hydroelectric draft tube, turbine, generator and shaft, prepared by Canadian Hydro Components, last revised December 9, 2025. The Work generally includes the below listed major activities. It is anticipated that some work activities will take place simultaneously. The Contractor shall be require to prepare and submit a construction sequence for review and approval prior to beginning construction. a. Mobilize to the site and begin stake out of project limits, staging, clearing, etc., and set up of temporary construction demarcation / safety fencing. b. Construct and maintain sediment and erosion controls, such as temporary construction entrance tracking pads, sediment filter fence, temporary isolation berms, installation of wooden track mats, and other measures as shown on the plans and where excavation or stockpiled material may cause erosion and sedimentation. c. Temporary Seeding: Seed areas where surplus material is placed or stockpiled to provide temporary turf establishment. Temporary vegetative cover shall be established on all unprotected areas that produce sediment, areas where final grading has been completed, and as directed in the Low Risk Site Handbook for Erosion Prevention and Sediment Control. Temporary vegetative cover shall be applied if areas will not be permanently seeded by September 1. d. During the construction, the Engineer may direct the Contractor to install additional sedimentation controls for protection of the site at no additional cost to the Owner. e. At the completion of the project, the Contractor shall remove and dispose of all temporary sediment and erosion controls, construction entrances, and restore all impacted areas to its original configuration. All material shall be disposed of in a proper manner in accordance with current regulatory standards and in legally acceptable disposal areas. f. Perform removals as required, such as removal of concrete structures, landscaping trees, invasive species, and components of the existing sluiceway, as shown on the plans. g. Begin impoundment drawdown procedures and proceed with sediment and debris removal required to perform dam rehabilitation construction. h. Construct dam rehabilitation, including removal of existing concrete, installationof rock anchors, construction of new concrete grade beam, north abutment, and south abutment, and installation of the spillway crest gate. i. Perform work to restore the concrete of the existing mill intake structure and decommission the existing openings. j. Construct the sluiceway intake structure, including extension of the sluiceway and retaining walls, sediment retention sill, cutoff wall, trash rack, and relocated sluiceway slide gate k. Perform work to existing sluiceway section, including construction of the slab to replace existing steel grates and removal of the mill structure addition. l. Construct the concrete sluiceway extension and powerhouse foundation and sump, including the tailrace, powerhouse structure, draft tube, turbine, and generator. m. Install all controls, switchgear, and electrical components of the hydroelectric facility, including interconnection. Install all general electrical and mechanical components for the powerhouse. n. Perform restoration work to the mill foundation, including infill work proposed at the west end of the historic mill structure. o. Complete installation of utilities, stormwater drainage structures, site lighting, and site appurtenances, including the construction of new walkways and the portage / river access paths. p. Complete final grading of the site as shown on the plans, including placement of stone slope protection measures. q. Topsoil and seed all disturbed areas, including planting of live stakes and landscaping trees as shown on the plans. r. At the completion of the Work, complete the restoration of the surrounding work area including but not limited to using appropriate and consistent seed mix to restore grass areas and restore paved areas disturbed or damaged during the Work, and demobilize from the site.
