The project consists of locating the provided list of service connections, inspecting and/or replacing approximately 238 lead or galvanized service lines, identifying and documenting service connection materials, meeting federal notification requirements, distributing Owner-purchased pitcher filters and filter cartridges, and providing all materials, equipment, construction, and services inherent to the work. Service connections are to be continuously investigated and/or replaced until approved funds are expended. Bidders must comply with applicable Illinois statutes, municipal codes, and ordinances. The procurement is subject to regulations from the Public Water Supply Loan Program, the Davis-Bacon Act, the Employment of Illinois Workers on Public Works Act, the Illinois Works Jobs Program Act, Section 436 of the Consolidated Appropriations Act, 2014, and the federal Build America, Buy America Act. There is an increased use requirement for disadvantaged business enterprises (DBEs) and bidders are required to make affirmative efforts to engage DBEs at least 16 days prior to bid opening. Bidders shall follow the State Revolving Fund Loan Program terms and the Owner's policy and procedures as described in the bidding documents.
