The San Francisco Public Utilities Commission (SFPUC) is issuing this Request for Qualifications (RFQ) in search of Applicants with the specified qualifications to respond to the forthcoming Request for Proposals (RFP) to design and construct the 525 Golden Gate On-Site Non-Potable Water System (Project). SFPUC will be upgrading its existing on-site non-potable water treatment system (ONWS) at its headquarters in San Francisco (525 Golden Gate Avenue) to meet the new requirements for on-site treatment and reuse of non-potable water set by the State Water Resources Control Board (SWRCB) Department of Drinking Water (DDW), adopted in November 2025 and expected to be effective in 2026. In addition to the new regulations by DDW, the upgrade of the ONWS shall meet the requirements set by the San Francisco Health Code Article 12C. The primary project objectives may include: o Providing a non-potable on-site treatment system to supply in building non-potable demands (i.e., toilet and urinal flushing) in compliance with the adopted SWRCB DDW regulations for on-site treatment and reuse of non-potable water expected to be effective in 2026 as well as the San Francisco Health Code Article 12C requirements. o Providing a potable treatment system that produces purified drinking water for tastings limited to one per month, up to 25 people to be used as a public outreach and educational tool. o Updating the existing non-potable on-site rainwater and stormwater system to only collect rainwater (roof runoff) to be used for irrigation of the building planters, and extending the irrigation system to irrigate existing LM wetland cells where stormwater shall be permanently diverted to sewer. o Providing flexible and reliable systems that protect public health and are simple and safe to operate. o Minimizing the use of potable makeup water for non-potable uses. o Providing an implementation strategy for required retrofits of the existing building systems to minimize building operations disruptions. Deadline for Applicants to Submit RFQ Questions* ..........................................................January 16, 2026 All requests for information concerning the RFQ must be directed to qbd@sfwater.org no later than the Deadline for Applicants to Submit RFQ Questions.All inquiries should include the Contract number and title of the RFQ. With the exception of the Contract Monitoring Division (CMD) or City contracting inquiries, SFPUC will not accept questions or requests for information after 5:00 PM on the Deadline for Applicants to Submit RFQ questions. SFPUC reserves the right in its sole discretion to extend the Deadline for Applicants to Submit Applications. Applicants have no right to compel the SFPUC to exercise its discretion to extend the deadline.
