Site work and renovation of a water / sewer project in San Francisco, California. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.
Bid discounts may be applied as per San Francisco Administrative Code Chapter 14B and Section 2.01 of Online Attachment 1. The Local Business Enterprise (LBE) subcontracting requirement is 9.00%. The LBE subcontracting requirement can only be met with Online certified San Francisco Micro and Small-LBEs. The LBE subcontracting requirement is less than 20% for the following reason: the work involves specialized scopes of work for security equipment, such as Lenel access card readers, alarm monitoring system, and Milestone video surveillance. There are manufacturer specific certifications that the electrical contractor would need to have in order to install and commission the security devices PUC-LBEs cannot be counted towards meeting the LBE subcontracting requirement(s). Prime and Joint Venture level LBE participation cannot be counted towards meeting any of the LBE subcontracting requirement(s). LBE subcontractors must be certified with Online in the scope of work they are being listed to perform. All Bidders shall submit documented Good Faith efforts with their Bids as directed on Online Form 2B, except those who exceed the above-stated subcontracting requirement(s) by at least 35%. Refer to Online Attachment 1. Failure to comply with Chapter 14B requirements may result in a Bid being deemed non-responsive and ineligible for Contract award. Subcontracting opportunities may include, but not limited, to the following major types of work: Site clearing and grubbing, civil work, fencing, security, system integration, electrical, architectural. The objective of this project is to provide security upgrades to the Cesar Chavez Pump Station, Griffith Pump Station, Channel Pump Station, and Merlin Morris Pump. Work includes but not limited to the electrical and physical security including installation of the sole sourced Lenel brand Security System and accessories and hardening of physical environment with fencing improvements. A Class "A" California Contractors License is required to bid. Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing. In accordance with San Francisco Administrative Code Chapter 6, the City and County of San Francisco will not accept any offer/bid or award any contract in excess of $1,170,000 until such time as (a) the General Manager of the San Francisco Public Utilities Commission recommends the contract for award and (b) the San Francisco Public Utilities Commission then adopts a resolution awarding the contract. Pursuant to Charter Section 3.105, all contract awards are subject to certification by the Controller as to the availability of funds. Bidders are hereby advised that the Contractor to whom the Contract is awarded must be certified by the Contract Monitoring Division as being in compliance with the Equal Benefits Provisions of Article 131 of the City's Labor and Employment Code within two weeks after notification of award by the SFPUC General Manager. This Project is subject to the requirements of the San Francisco Local Hiring Policy for Construction ("Policy") as set forth in Section 6.22(g) and Chapter 82 of the Administrative Code. Bidders are hereby advised that the requirements of the Policy will be incorporated as a material term of any contract awarded for the Project. Refer to Contract Section 00 73 30 for more information. If a Bidder objects on any ground to any bid specification or legal requirement imposed by this Advertisement for Bids, the Bidder shall, no later than the 10th working day prior to the date of Bid opening, provide written notice to the Manager, Contract Administration Bureau, setting forth with specificity the grounds for the objection.
