The Department of General Services, Facilities Management Division, is seeking a contractor to provide Fire Life Safety (FLS) maintenance and repairs on state property. The contractor must provide all labor, equipment, and materials required for FLS services for equipment specified in Exhibit A, Attachment 1. Services to be provided include preventive maintenance, testing, repairs, and technical support services. The location of services is the March Fong Eu Secretary of State building at 1500 11th Street, Sacramento, CA. The agreement term is anticipated to be 36 months, and bidder rates will be fixed for the contract duration. The contract is subject to prevailing wage laws. Contractors and subcontractors must be registered with DIR if required. Bidders must adhere to Executive Order N-6-22 Russia Sanctions, and must disclose any use of Generative Artificial Intelligence (GenAI) in deliverables or processes that materially impact contract performance. Bidders must meet minimum requirements including registration with the California Secretary of State (if required), possession and maintenance of a valid Class C-10 Electrical Contractors License or C-16 Fire Protection License from the Contractors State License Board and a Type A license from the Office of the State Fire Marshal. Bidders must also provide current proof of insurance for general liability, commercial automobile, and worker’s compensation, and submit three or more references demonstrating satisfactory performance on similar work within the last five years. Additionally, bidders must meet a 3% Disabled Veterans Business Enterprise (DVBE) participation goal and document this on Attachment 3, Bidder Declaration (GSPD-05-105). Multiple DVBEs may be used, but each must perform a commercially useful function relevant to the scope of work. Detailed insurance requirements are outlined in the sample contract.
