Renovation of a municipal facility in North Port, Florida. Conceptual plans call for the renovation of a municipal facility.
Construction of North Port City Hall completed in 2005, with design complying to the 2004 Florida Building Code. Winds from Hurricane Ian caused damage to both the roof assembly and windows. The existing roof is original to the facility, is non-compliant to current wind load requirements and has reached the end of its useful life. The windows have since been re-sealed, however, drawings indicate these assemblies are rated to a Cat 2 wind load (2004 FBC). The HMGP project scope of work proposed to provide wind protection to North Port City Hall by installing impact resistant windows and doors and by replacing the roof system to meet current wind speeds in the area. The project shall provide systemic mitigation by protecting the entire building envelope. The City Hall building serves as the City's Emergency Operations Center (EOC) during emergencies and the loss of service of the facility would dramatically reduce the City's ability to respond to emergency events and provide services to the community. These improvements shall strengthen the building envelope and reduce the potential for structural and content damage. Wind protection shall be provided on any other opening such as vents, louvers, and exhaust fans. The project shall conform with the design criteria found in ASCE 7 standards effective at the time of permitting, and all installations shall be in strict compliance with the Florida Building Code or Miami Dade Specifications. All materials shall be certified to meet wind and impact standards. The local municipal building department shall inspect and certify installation according to the manufacturer specifications. Wind protection activities must follow the recommendations from a Hurricane Retrofit Building Assessment conducted by a professional engineer or licensed architect, utilizing the methodology provided in Chapter 3 of FEMA P-804. This methodology determines whether a structure is a good candidate for a wind retrofit and identified the retrofits to be performed on the structure. A copy of the Hurricane Retrofit Building Assessment shall be provided to the Florida Division of Emergency Management within 12 months of the FEMA award date. (May 12,2025). This project shall provide protection against 167 MPH winds for Risk Category IV buildings and structures, or the wind speed protection and impact requirements indicated by the effective Florida Building code at the time permits are issued. Wind protection activities supporting a critical action shall also be protected to a height at or above the 500-year (0.2%) annual change) flood elevation. Wind retrofit projects representing Substantial Improvement in flood hazard areas must comply with the applicable Federal Flood Risk Management Standard (FFRMS). Pursuant to subsection 553.896(2), Florida Statutes, project including the construction of new or retrofitted window or door coverings must confirm to design drawings that are signed, sealed, and inspected by a structural engineer who is registered in this state. Consultant will be required to provide an inspection report and attestation or a copy of the signed and sealed plans to the City of North Port. The selected architectural firm will be required to assemble and lead a multi-disciplinary team of professionals to prepare and deliver Schematic Design Drawings, Design Development Drawings, and Construction Documents including but not limited to building plans, structural plans, mechanical, electrical or plumbing (MEP) plans, as required to complete the project. The design firm with the assistance of City staff will assemble a bid package to be solicited as a hard-bid project. The design firm will be retained for Construction Administration services through the completion of the project and continued support related to requests for additional information necessary for the City to attain grant reimbursement. Background: The City of North Port is a charter city located in Sarasota County, Florida, with a current population of approximately 88,934 (2023). North Port has a City Commission form of government, with the City Manager reporting to a five-member City Commission. Commissioners are elected and the Mayor is selected by the Commission on a rotating basis. City Hall is the hub for North Port government activity. Project Description: The Consultant shall be responsible for review of available as-built drawings/specs, on-site evaluation of as-built conditions, and advising to which systems/improvements are out of compliance with current wind load. Consultant will be responsible for supplying a estimated cost of construction at each phase of design for the project. Drawings and specifications will be developed, reviewed by HMGP for compliance to the awarded grant, and hard-bid by the City of North Port. Consultant will assist through Construction Administration, reviewing submittals, inspecting installation of critical components and verifying improvements are in alignment with the drawings/specs and grant requirements. Consultant will assist in gathering any additional information related to the design or construction administration of the project which HMGP may request (related to design or permitting) for the City to remain in compliance with the grant terms and conditions, until the grant is closed out. Drawings and specifications will take into account phasing of improvements to allow for the City Hall facility to remain open during renovations. The following conditions will be reviewed for compliance to current FL building code wind load requirements o Roof system (Hip & Flat) o Window & Door openings o Vents, Louvers & Exhaust Fans Work will include but is not limited to the following: o Meet with Project Management, Facilities, and Building Department as needed for clarification of as-built conditions or project requirements o Completion of the Hurricane Retrofit Building Assessment, utilizing the methodology provided in Chapter 3 of FEMA P-804, from either the professional architect or structural engineer. o Provide schematic-level plans indicating construction types, material quality standards and finishes. Specify minimum requirements for mechanical, electrical, plumbing. Provide an estimated cost of construction. o Complete Design Development plans/specifications to include phasing plans which will allow the facility to remain open during construction. o Complete Construction Documents and permit improvements o Incorporate any updates as required by Permitting, address any concerns from the HMGB review, assemble documents for a complete bid package o Assist with answering RFI's by potential bidders, as needed o Perform Construction Administration duties, including review of submittals, onsite visits to observe construction progress and ensure construction is in conformance with project documents. o Assist with close out documentation as required by HMGP. Project Requirements: The selected firm shall understand that time is of the essence for this project and shall complete the project on the following schedule. The Hurricane Retrofit Building Assessment shall be completed no later than 90 days of the written Notice to Proceed authorization. Due to the unique characteristics and complexity of this project and the need for the facility to remain operational during construction, experience in hardening projects and phased implementation of construction is an essential criterion for selection. As part of the proposal, firms are required to submit statements of qualifications and specified experience in wind-hardening or phased projects as completed within the past 10 years with emphasis facilities within Florida. Minimum Consultant Qualifications: 1. As briefly described above, the selected architectural firm will lead a multi-disciplinary team of subconsultants (Consultant Team), with specific expertise in the design of wind-hardening projects that have been constructed in the State of Florida. 2. The Consultant Team will need to have an excellent working knowledge of all applicable Local, State, and Federal requirements including, but not limited to, the City of North Port Municipal Code, Local and State Building Codes. Information provided in Part I, General Instructions, Paragraph 1, Purpose, of this RFQ, is included in thisPart II, Scope of Service, by reference.
