Public Price Proposal Opening March 12, 2026 at 2:00 PM The Project scope generally includes but is not limited to the following major items: 1,480 linear feet (LF) of 66-inch to 84-inch gravity wastewater line by open-cut; 1,000 LF of 84-inch gravity wastewater line by-other-than-open-cut; 1,670 LF of 54-inch to 84-inch gravity wastewater line by open-cut; 200 LF of 66-inch gravity wastewater by-other-than-open-cut; 80 LF of 48-inch wastewater by open-cut; 200 LF of 18-inch polyvinyl chloride (PVC) Force Main; 160 LF of 8-inch HDPE Sanitary Sewer Pipe By Open-Cut (All Depths) 11 - connections to existing interceptors and points-of-entry; 17 FRP or polymer manholes; Two - Fiberglass Junction Boxes; Pipeline construction and earthwork across two (2) locations of creek and aerial crossings, including construction of a cofferdam and rebuilding a spillway structure; 500 LF of storm drain replacement per TxDOT standards; 50 LF of waterline relocation; Grout filling of existing interceptors, manholes, and junction structures; Relocation of fiber optic and underground electric lines. Proposer shall, within 10 days after Notice of Award, enter into a Contract and furnish a Performance Bond and Payment Bond upon the forms provided, each in the amount of 100 percent of the proposed price, from a surety, licensed to conduct business in Texas and named in the current "List of Certified Companies" as published in Circular 570 (amended) by the Audit Staff Bureau of Accounts, U.S. Treasury Department. The surety for the Performance Bond and Payment Bond shall have an "A" minimum rating of performance and a financial rating strength of five times the Contract Price, all as stated in the current "Best's Key Rating Guide, Property-Casualty." Each Bond shall be accompanied by a "Power of Attorney" authorizing the attorney-in-fact to bind the surety, and be certified to include the date of the Bond. No bid bond is required Owner reserves the right to reject any or all Proposals and to waive any immaterial formalities or inconsistencies in its sole judgment. Owner will evaluate and rank each Proposal with respect to the selection criteria using procurement procedures that conform to Texas Government Code Chapter 2269 to determine which Proposal offers the best value; however, Owner reserves the right, after evaluation of all Proposals received, to make no recommendation to its Board of Directors regarding award of a Contract in the event non-responsive, non-conforming, incomplete, unqualified or otherwise unacceptable Proposals are received, or if budgetary constraints or other unanticipated factors exist. No Proposal may be withdrawn until the expiration of 60 days from the date Proposals are opened. A. Applying protective coating systems as specified. B.
