Brookings Municipal Utilities (Owner) is requesting Bids for the construction of the following Project: 6th Street Water Tower Demolition Question Deadline 01/01/2026 Bidder shall submit all questions about the meaning or intent of the Bidding Documents to Engineer in writing. Contact information and submittal procedures for such questions are as follows: A. Brookings Municipal Utilities, Attn: Marshall Beynon mbeynon@swiftel-bmu.com Base Bid shall include the following Work: Remove and dispose of 250,000-gallon water tower and foundation, Removal of three telecommunication sheds and foundations, Systematic removal of Underground Utilities; including but not limited to: existing Water Main(s), existing Storm Sewer and Inlet, Electric and Fiber services to Telecommunication Sheds, traffic control, landscaping rock removal, concrete retaining wall removal, asphalt surfacing removal, and site grading. The basis of each Bid may vary, and may even include alternate bids. This should be made clear in the Bid Form. Edit to suit the Project and Owner's requirements. Choose paragraphs as appropriate for the Project and delete paragraphs not used. Descriptions of the Work should be brief, but provide adequate detail for prospective Bidders to be able to determine if the Work is the type of project they can pursue. Providing the Owner's Budget may be required by local Laws and Regulations. Providing the budget number gives prospective bidders ready information needed to determine if they have the bonding capacity to Bid the project, or if the project is within the Bidder's capability. Edit to comply with local Laws and Regulations. Delete if budget information is not required and Owner does not elect to share it in the advertisement. Interested parties may view the Bidding Documents at no Cost after registration and prior to deciding to become a plan holder. Electronic copies are also available and can be obtained from Brookings Municipal Utilities at no cost to the Bidder. Upon request, in accordance with South Dakota Codified Law 5-18B-1, one copy of electronic or paper Plans and Specifications shall be furnished, without charge, to each Prime Contractor resident in South Dakota who intends, in good faith, to submit a bid to the Owner. Additionally, if a paper copy is provided under the conditions of SDCL 5-18B-1, in consideration of the documents being provided at no charge. Owner anticipates that the Project's total bid price will be in the range of $100,000 to $180,000 The Project has a Substantial completion date of June 19, 2026 and a Final Completion Date of July 1, 2026. Each bid must be accompanied by: A certified check, cashier's check or draft, for five (5%) of the amount of the bid, such check to be certified or issued by either a State or National Bank, and payable to Brookings Municipal Utilities. Or in lieu thereof, A bid bond for ten percent (10%) of the amount of the bid, such bond to be issued by the surety authorized to do business in this state and payable to Brookings Municipal Utilities. Brookings Municipal Utilities will retain the check or bond as liquidated damages if the successful Bidder refuses or fails to enter into a contract in accordance with the bid within fourteen (14) calendar days after receipt of Notice of Award. Owner should determine if it is desirable to require attendance (mandatory) at the Pre-Bid Conference. Coordinate with the Instructions to Bidders. Choose the appropriate following paragraph and delete the paragraph not used. A pre-bid conference for the Project will not be held. Instructions to Bidders. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Bid Preference A South Dakota resident Bidder shall be allowed a preference on a contract against the bid of a Bidder from any other state or province of any foreign country which enforces or has a preference for resident Bidders. The amount of the preference given to the resident Bidder shall be equal to the preference in the other state or province. (SDCL 5-18A-26). The bureau of administration shall maintain a current list of all states that have a resident Bidder preference law and the amount or percent of the preference. (SDCL 5-18A-27). Brookings Municipal Utilities will retain the bid security as liquidated damages if the successful Bidder refuses or fails to enter into a Contract in accordance with the bid within fourteen (14) calendar days after receipt of the Notice of Award. Bids may not be withdrawn after the actual opening thereof. Brookings Municipal Utilities reserves the right to waive irregularities and to reject any and all bids. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
