The work includes rehabilitating approximately 133 existing sanitary sewer manholes using chemical injection grouting and other repair methods as specified in the plans and specifications. Additional and incidental work must also be performed as outlined in the specifications and plans. Instructions include that solicitation documents can be obtained from the city's online plan center, free of charge, by registering for the project. Addenda and notices will be distributed through the city's online system, and bidders are responsible for ensuring their contact information is correctly registered and that they receive all updates. No bid will be considered unless it contains a statement regarding compliance with ORS 279C.840 or 40 U.S.C. 276a, a statement as to resident bidder status, and confirmation of licensing under ORS 468A.720. Bidders must be registered with the Oregon Construction Contractor's Board and comply with ORS 701.005 to 701.137. Each proposal must be submitted on city-prescribed forms and accompanied by a certified check, cashier's check, or bid bond equal to 10% of the total bid. The successful bidder must provide performance and payment bonds each equal to 100% of the contract amount, a $30,000 statutory public works bond, and evidence of workers' compensation insurance before commencing work. The city will investigate the qualifications of the apparent low bidder and may reject any bid not in compliance with public bidding procedures or not providing the required reference projects, and reserves the right to reject all bids if it is in the public interest to do so.
