Questions received less than seven days prior to the date for opening of Bids may not be answered. The work to be performed for "2026 City Project No. 3 - Trail Improvements" includes the following estimated major items: 525 square yards of bituminous milling, 357 square yards to remove and replace pavement, 1200 tons of bituminous pavement, 1 lump sum for traffic control, 100 cubic yards of topsoil borrow, 3000 square yards of turf establishment, and other miscellaneous items. Work on this project is required to start within 10 days after the notice to proceed is issued and must be completed by August 15, 2026. Bids must be sealed, filed with the City Administrator, and accompanied by a certified check, bid bond, or cashier's check payable to the City Administrator in the sum of at least five percent of the amount of the bid. This deposit or bond will be forfeited if the successful bidder fails to enter into a contract in accordance with the terms of the bid. Bids must be marked to indicate the name of the bidder and the project name. A signed statement under oath verifying compliance with the minimum criteria in Minnesota Statutes, Section 16c.285, Subdivision 3 (Form C-452), must be submitted. The term 'responsible contractor' is as defined in Minnesota Statutes, Section 16c.285, Subdivision 3. A prime contractor must submit signed verifications of compliance from all subcontractors of any tier. The City reserves the right to hold all bids for 60 days, to reject any or all bids, and to waive irregularities. No bidder may withdraw their bid within 60 days after the opening date.
