The work consists of the 2026 Lead Service Line Replacement project, which includes the estimated major items: replacing 10 lead service lines, removing and replacing 1,108 square feet of concrete sidewalk, establishing turf for 328 square yards, and performing other miscellaneous items. The work must begin within 10 days after the Notice to Proceed is given and be completed by October 2, 2026. Bids must be sealed and accompanied by a certified check, bid bond, or cashier's check for at least five percent of the bid amount. All iron, steel, manufactured products, and construction materials used in this project must be produced in the United States as required by the Build America, Buy America Act (BABAA). The lowest, responsible, and responsive bidder will be awarded the contract. Each bidder must submit a signed statement under oath verifying compliance with the minimum criteria in Minnesota Statutes, section 16C.285, subdivision 3. The Water, Light, Power and Building Commission reserves the right to hold all bids for 60 days and to reject any or all bids and to waive irregularities. No bid may be withdrawn within 60 days after the opening date. False statements verifying compliance shall render the bidder ineligible for contract award and may result in contract termination. Prime contractors must submit verifications of compliance from all subcontractors pursuant to Minnesota Statutes, section 16C.285, subdivision 3, clause 7.
