The project involves replacing existing culverts under 2nd Street and 3rd Street, regrading the ditch adjacent to High Street, and milling and repaving High Street and its associated intersections. The project also includes paving Bond Street and Thomas Street as shown on the exhibit. Bids shall be unit price for all work shown on the plans and called for in the specifications and as detailed on the bid forms and in the information for bidders. The qualified Contractor to whom the work is awarded shall furnish, within ten (10) days after the date of said contract award and before commencing work, certificates of all insurance required. The Owner reserves the right to reject any proposal, or all proposals, or to accept any proposal or proposals, or to make such combination of proposals as may seem desirable, and to waive any, and all informalities in bidding. Any proposal may be withdrawn prior to the above scheduled time for the opening of proposals or authorized postponement thereof. Any proposal received after the time and date specified shall not be considered. No proposal may be withdrawn after the scheduled closing time for receipt of bids for at least ninety (90) days. A conditional or qualified Bid will not be accepted. Award will be made to the lowest, responsive, responsible bidder. All applicable laws, ordinances, and the rules and regulations of all authorities having jurisdiction over construction of the project shall apply to the project throughout. *The value for this project is based on a financial range.
