Offers must comply with all instructions or may be disqualified. Offers must be received by the specified due date and time. Solicitation packages are available online. Communication regarding this solicitation must be directed to the designated staff person via email only. Attendance at the Pre-Offer Conference is not mandatory but strongly encouraged. Offerors are strongly encouraged to read the entire solicitation prior to the Pre-Offer Conference. The City owns and operates the Site 21 Water Treatment Facility (Site 21), located at the northwest corner of Sarival Avenue and Ventilla Way, immediately south of Interstate 10 in Goodyear, Arizona. Contractor shall provide those "Services" described in the Scope of Work. Services which are outside the scope of basic services contained herein shall not be performed by Contractor without prior written consent of the City. Authorized additional Services shall be compensated for by a fee mutually agreed upon between the City and Contractor. The address for Well 3 is : 16825 W Bethany Home Road , Litchfield Park , AZ , 85340. It is at the corner of Bethany Home Road and Loop 303 North . The project will consist of the construction of a permanent nitrate removal system at the Site 21 Water Treatment Facility, located near the northwest corner of Sarival Avenue and Ventilla Way in Goodyear Arizona. The new Ion Exchange (IX) treatment system will replace the temporary reverse osmosis (RO) skid currently operating at the facility and will provide long-term nitrate treatment capacity while maintaining operational flexibility to address potential future contaminants. The project will generally consist of the following major work elements: 2.1.1 Complete construction services for the proposed improvements to include: a. Construction of an IX treatment system rated for approximately 1,500 gallons per minute (gpm) of groundwater. b. Installation of IX vessels (vertical configuration), associated piping, and connections to the existing treatment process. c. Construction of a brine regeneration system, including a brine marker tank, pumps, and brine waste disposal infrastructure tied to the existing sewer system. d. Installation of chemical dosing and storage facilities. e. Construction of supporting infrastructure including piping, electrical, instrumentation, and SCADA integration systems, as required for full integration into existing plant operations. The CMAR shall coordinate with the City's designated integrator for all programming and control system work. The City prefers to utilize existing SCADA infrastructure and avoid vendor-specific or proprietary control panels. If vendor panels are required, they must be fully compatible with the City's SCADA system and allow for remote monitoring and control by City staff. f. Site work and civil improvements including grading, foundations, access, and restoration of all areas disturbed during construction activities. g. Site improvements and implementation of sand filtration improvements at Well 3, including assessment of the existing Lakos sand separator and installation of new filtration components if required. 2.1.2 Public and Stakeholder Relations Support a. Coordination with the City of Goodyear Public Involvement staff and the designated consultants to support the public information and stakeholder engagement process as needed. b.
