The Village of Canastota is seeking a qualified and experienced firm or individual to provide planning, administration, management, and implementation services for a Community Development Block Grant (CDBG) project at the Canastota Dairy facility. Services expected include CDBG project administration (bookkeeping, record keeping, procurement, environmental review, labor standards, fair housing, reporting, audit, acquisition and relocation, grant closeout, and other general administrative activities); assistance in project development, administration, and implementation (including compliance, technical assistance in financing, credit analysis, and loan portfolio management); planning and implementing community development projects (municipal infrastructure, community facilities, and public services); general administrative and program delivery assistance; and other community development activities required under the Grant Agreement. Proposals should include background information about the firm or individual (including history, client lists, and references), detailed experience and technical expertise (minimum five years, especially with CDBG programs), identification and resumes of key personnel, and a proposed schedule of costs and fees with cost breakdowns (labor, overhead, profit). A fixed price contract will be awarded. Contractors will be selected based on technical skills, staffing, experience, and price; must provide a form of agreement and demonstrate sufficient liability insurance. The Village reserves the right to reject any or all proposals, negotiate terms, conduct interviews, or select contractors outside of this RFP. Proposals may be submitted electronically or by mail.
