The Village of Mount Morris is soliciting qualifications from qualified engineering firms to assist with tasks including preparation and submission of a Department of Transportation Transportation Alternative Program (TAP) Grant Application, Environmental Permitting, Easement Acquisition (as needed), Preliminary & Final Design, Bidding, Construction Administration, and Construction Inspection Services to initiate a sidewalk repair project within the Village. The project addresses damaged, deteriorated, or missing sidewalk segments, and the consultant will assist with the TAP grant application and, upon funding award, all engineering and construction phases. Statements of Qualifications must include: - Description of the firm: legal structure, expertise, time in business, number of employees, addresses. - Relevant experience: other similar projects, especially sidewalk/ADA/pedestrian infrastructure, DOT or TAP-funded projects, or work for New York State municipalities, with contact info for prior clients. - Personnel: professional resumes for key people (including sub-consultants) and descriptions of their roles and responsibilities, with identification of a proposed project manager. Organization chart if appropriate. - Project approach: tasks to be accomplished, method for completing the TAP application, and delivery of subsequent engineering and construction phases, with narrative description. - Project schedule: schedule of activities and personnel assignments. Brochures or other relevant materials may be included as an appendix. If partnering with a qualified MWBE firm, include their details and resumes. Submissions must be received by the deadline, addressed as specified on the envelope, or will not be considered. Selection will be based on qualifications per the factors and rating scale outlined, including experience, qualifications, management approach, and familiarity with DOT/TAP grant-funded projects. The Village of Mount Morris encourages M/WBE participation.
