Proposals are requested for the rebuilding of the Dewatering Facility at the Calumet Water Reclamation Plant (WRP) located at 400 East 130th Street, Chicago, IL 60628. Qualified proposers are sought to design, install, and rebuild the centrifuge Dewatering Facility on a Progressive Design-Build basis. The project will be designed and constructed in two phases: Phase 1: Design and Preconstruction Services, including preparation of all plans, specifications, and other supporting documents for construction, constructability review, permit setup, cost estimating, procurement, and Phase 2 price and schedule development. After the 60% design stage, the proposer develops a Guaranteed Maximum Price or Lump Sum Price and a construction schedule for Phase 2. The District will review and negotiate Phase 2 terms. If negotiations fail, the District may hold open solicitations for the construction phase. Phase 2: Post Award and Construction Services, including permitting, procurement, construction, engineering design support, construction management, start-up, commissioning, and acceptance testing. Should negotiations for Phase 2 services fail, the District may hold open solicitations for the completion of Phase 2 work. Estimated project budget is $71,500,000.00. Instructions to bidders include submitting sealed proposals via electronic upload only using the provided Euna-project specific URL. No bids will be accepted after the stated deadline. Proposals must include a signed and completed MBE/WBE Utilization Plan, VBE Commitment Form, and original or facsimile copies of MBE/WBE Subcontractor’s Letters of Intent and current Letters of Certification. Bidders must adhere to supplier utilization limits, use the District’s compliance monitoring system, and commit to MBE/WBE/VBE goals or request waivers as required. Proposers must comply with any relevant labor agreements, affirmative action ordinances, and ethics requirements. Only online inquiries are accepted. An optional site walk-through and a voluntary technical pre-bid meeting are available. All changes and official clarifications will be issued as addenda online. Failure to comply with submittal and participation requirements will result in proposals being deemed non-responsive and rejected.
