The City of Sacramento (City) is accepting proposals from qualified Consultants for Construction Management Services for the Last Mile Project (Project), as described and depicted in this Request for Proposals (RFP). The objective of the contract is to have the Consultant serve as the City's Resident Engineer, along with appropriate staff required for Project inspection, contract administration services, quality control, traffic management, safety, storm water quality, public relations and outreach, claims mitigation, document control and construction management. The Consultant's Construction Manager shall be a licensed Professional Civil Engineer registered in the State of California, with strong general civil engineering construction skills, depth of resources, and sensitivity to local and regulatory issues. "Consultant" is the team providing construction engineering services; "Contractors" are the firms who are awarded the construction work. The Consultant shall identify the Project team, including the Resident Engineer, to be used for this Contract. Additional staff and sub-consultants are to be brought in on an as-needed basis. The City maintains the right to request additional staff if, in its opinion, there is inadequate coverage during any phase of the Project. In addition, the City may request a substitution at any time of a member of the Project team including the Resident Engineer if, in the opinion of the City, the team member is not fulfilling their responsibilities. The Consultant shall immediately provide a qualified substitute. The Project locations are spread throughout the City of Sacramento with the majority of locations located in the south half of the City. The Project will install fiberoptic infrastructure in identified locations, including backbone lines in arterial streets, hubs, distributions lines, and individual drops to specific addresses. See "Attachment A - Location Map." This Project is federally funded through the Federal Communications Commission, with the California Public Utilities Commission administering the program.
