Integrated Pest Management (IPM) Services are required for the Manchester VA Medical Center. The contractor shall provide all supervision, management, laboratory testing, tools, supplies, equipment, transportation, and labor to develop and implement an Integrated Pest Management (IPM) plan for the facility. The plan must achieve long term, environmentally sound pest suppression through a wide variety of technological mechanisms and management practices. The IPM must include surveillance, trapping, pesticide application, pest removal, reporting, and detailed, site-specific recommendations for structural and technical alterations, covering both indoor and outdoor areas within the property boundaries. Specific pests covered include structural arthropods, flying insects, predatory pests (including bedbugs), stored product pests, mice, rats, pest birds, other vertebrate pests, aquatic pests, and wood destroying organisms (including termites). Bedbug and termite control must meet outlined response and inspection requirements. The contract involves installation, monitoring, and maintenance of exterior and interior fly light units, as well as the proper disposal of any hazardous waste generated. All pesticides must be EPA-registered and used according to all federal, state, and local regulations. The contractor must maintain comprehensive on-site records of all pest management activities and comply with all applicable safety, confidentiality, and reporting requirements. Service performance is to be twice a week during regular business hours, with emergency call response available within two hours. Personnel performing services must be appropriately licensed and certified, comply with all facility rules and undergo background checks. Contractors are responsible for on-site safety, proper disposal of pests, and for advising the facility on related environmental corrections. All modifications to service requirements must be approved in advance. Quotations must include all applicable labor rates for comparison to required wage standards and conform to all outlined contract terms and compliance requirements.
