The project includes providing all labor, materials, machinery, tools, equipment and other means of construction to replace existing lead water service lines with new copper water service lines as defined in the bid documents and as follows: PHASE I o Harris Avenue - Between New Scotland Avenue and Helderberg Avenue o S Main Avenue - Between Park Avenue and Madison Avenue o S Allen Street - Between Mercer Street and Madison Avenue o Livingston Avenue - Between Ten Broeck Street and Lark Street o Second Street - Between Lexington Avenue and Judson Street Total estimated service replacements - 126 Substantial completion deadline is April 1, 2026. PHASE II o Osborne Street - Between Oneida Terrace and Dead End (AKA Dove Street Aly) o Central Avenue - Between Lark Street and Henry Johnson Boulevard o Sherman Street - Between Quail Street and Ontario Street Total estimated service replacements - 67 Substantial completion deadline is June 1, 2026. This project is being funded by the NYS Environmental Facilities Corporation (NYSEFC). These contracts have Good Faith Efforts and Fair Share Objectives of 20% for Disadvantaged Business Enterprises (DBE). This and other EFC requirements are outlined in the Mandatory State Revolving Fund Equivalency Project Terms and Conditions included herein. The City of Albany MWBE Subcontractor and Minority/Women Labor Participation Policy also applies to this project. These contracts have an MWBE subcontractor participation goal of 15%. Subcontractors may be City or State-Certified MWBEs. Note this percentage is not in addition to the NYSEFC DBE participation. These Contracts also have a Minority/Women Labor Participation goal of 30% of the total labor force hours. Each bid must be accompanied by a bid security in the amount of five percent of the base bid in accordance with the Instructions to Bidders. If a bid deposit is not submitted with the bid, the bid may be deemed incomplete and may not be considered. The successful Bidder will be required to furnish construction performance and payment bonds in the full amount of the contract price .
