Renovation of a medical facility in Albany, New York. Completed plans call for the renovation of a medical facility.

CR#:2129908 OMH hereby establishes an overall goal of 30% for MWBE participation, OMH hereby establishes an overall goal of 6% for SDVOB participation The New York State Office of Mental Health (OMH) is soliciting a qualified and experienced mechanical contractor to provide all labor, materials, equipment, supervision, and coordination necessary to replace existing heating, air conditioning, and domestic hot water systems serving three (3) floors at the Capital District Psychiatric Center located at 18 South Lake Avenue, Albany, New York 12203. All equipment replacements shall be in-kind, unless otherwise approved in writing by OMH, and shall meet or exceed the performance characteristics of the existing systems. All work shall be performed in accordance with applicable federal, New York State, and local codes, regulations, and standards. HVAC System Replacement The Contractor shall perform the following HVAC-related work: 1. Furnish and install six (6) new furnaces, replacing the existing furnaces currently operating in a parallel configuration. o The existing furnaces are rated at 62,000 BTUs each. o Replacement furnaces shall be in kind, with equivalent or greater heating capacity, efficiency, and performance. o The contractor shall ensure that system performance, airflow, and heating output remain consistent with or exceed existing conditions. 2. Modify existing ductwork as required to accommodate any dimensional or configuration differences associated with the replacement furnaces while maintaining proper system balance and performance. 3. Furnish and install three (3) indoor evaporator coils and three (3) outdoor condensing units, replaced in kind with equipment of comparable capacity and performance. 4. Reuse existing refrigerant line sets. Line sets shall be thoroughly cleaned, pressure tested, evacuated, and prepared for connection to the new equipment in accordance with manufacturer specifications and industry standards. 5. Reuse existing electrical power and control wiring where feasible. All wiring connections shall be verified, roperly terminated, and compliant with code requirements. 6. Connect indoor HVAC units to existing condensate piping systems and verify proper drainage and operation. 7. Remove all existing HVAC equipment and associated components and properly dispose of or recycle materials in accordance with applicable federal, state, and local regulations. 8. Perform complete system start-up, testing, and commissioning to confirm proper operation of all HVAC components and verify performance meets or exceeds existing system functionality. Domestic Hot Water System Replacement The Contractor shall: 1. Furnish and install two (2) 80-gallon electric water heaters, replaced in kind with units of equal or greater capacity and performance. 2. Make all required electrical, piping, and control connections necessary for proper system operation. 3. Remove existing water heaters and dispose of or recycle materials in compliance with all applicable regulations. 4. Test and place the domestic hot water systems into full operational service. Firestopping and Penetrations The Contractor shall fire caulk and seal all wall, floor, or ceiling penetrations created as part of this work. All firestopping materials and installations shall comply with applicable fire codes, UL listings, and facility standards. Warranty Requirements All equipment and workmanship provided under this contract shall be covered by a manufacturer's warranty and contractor warranty. o Warranty periods shall be clearly stated in the contractor's submission and shall meet or exceed industry standards for HVAC and domestic hot water equipment. o The contractor shall be responsible for all warranty coordination, documentation, and corrective work during the warranty period at no additional cost to OMH. Quality Control and Inspection All work performed under this Scope of Work shall be subject to review and inspection by the OMH Site Superintendent. The Contractor shall correct any deficiencies identified during inspections. Final acceptance of the work shall be contingent upon approval by the Site Superintendent. Project Completion The Contractor shall deliver fully operational HVAC and domestic hot water systems that meet the performance requirements outlined herein. All systems shall be tested, commissioned, and approved prior to project closeout The NYS Office of Mental Health (OMH) and Capital District Pscychiatric Center are seeking to procure, through an Invitation for Bid (IFB), a contractor to provide all labor, materials, equipment, supervision, and coordination necessary to replace existing heating, air conditioning, and domestic hot water systems serving three (3) floors at the Capital District Psychiatric Center Service-Disabled Veteran-Owned Business (SDVOB) SDVOB Goal: 6.00% Minority / Women Business Enterprise contracting goals (MWBE) Total MWBE Goals: 30.00% Question Deadline 01/06/2026 at 3:00 PM ET All written questions regarding this solicitation must be sent to bids@omh.ny.gov via e-mail Questions will be accumulated by OMH and responses will be sent to potential bidders on January 12th, 2026.
