Sealed bids will be received for Engineering, Procurement, Construction, Commissioning, and Turnkey Delivery of a Utility-Scale Solar Photovoltaic Facility on approximately eight acres of land. The work includes all labor, materials, equipment, supervision, engineering, construction, interconnection, permitting, testing, commissioning, and project documentation required to deliver a fully operational solar PV facility interconnected to the electric system. All laborers, workers, and mechanics working on the construction site must be certified as having successfully completed the OSHA 10-hour construction safety and health course. Bids shall be placed in a sealed envelope addressed to the General Manager, Board of Public Utilities, City of Jamestown, New York, and plainly marked on the outside, "PROPOSAL NO. BD-01-26" and delivered at the Board's office located at 92 Steele Street. The Board of Public Utilities reserves the right to reject any or all bids, waive any informalities, permit exceptions deemed not to be of substance, and accept any bid which represents the prudent and economical expenditure of public monies by securing the maximum quality at the lowest possible cost. The scope of work includes the complete engineering, procurement, construction, commissioning, and turnover of a ground-mounted solar photovoltaic (PV) generating facility located on approximately eight (7.9) acres of land in the Town of Ellicott, New York.
