Site work and paving for a mixed-use development in Dayton, Minnesota. Completed plans call for site work for a playground / park / athletic field; and for paving for a playground / park / athletic field.

A new canoe/kayak launch is to be installed on the Mississippi River at Elsie Stephens Park in the City of Dayton, MN. The project includes but is not limited to the following work: o Canoe/Kayak Launch o Park Shelter o Concrete Multi-Use Path o Asphalt Multi-Use Path o Segmental Block Retaining Walls o Riprap / Shoreline Stabilization o Site and Turf Restoration The anticipated substantial completion date is October 15th, 2026 and final completion date is November 15th, 2026. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, with additive alternate bid items as indicated in the Bid Form. Instructions to Bidders No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least 5% of the amount bid, payable to the Owner as a guarantee that, if the bid is accepted, the bidder will execute and file the proper contract and bond within 15 days after the award of the contract. The certified check or bid bond will be returned to the bidder as soon as the contract is signed, and if after 15 days the bidder shall fail to do so, the certified check or bid bond shall be forfeited to the Owner as liquidated damages. No bidder may withdraw their bid within 60 days after the actual date of the opening thereof. Wage Rates The minimum wages to be paid on the project shall be in accordance with the requirements set forth by the Funding Requirements - Section 00 80 00. Minimum Wage: $15.00/hr Funding Requirements This project anticipates use of funds related to United States Department of Housing and Urban Development (HUD) and the National Park Service (NPS) Department of the Interior (DOI). The Contractor shall conform to the statutory requirements known as "Build America, Buy America" which applies to all of the iron, steel, manufactured products, and construction materials used in the project. Bid Proposals may be denied if the requirements of this section are not met and waivers are required. Reference Section 00 80 00 - Funding Requirements for further information. Owner reserves the right to waive any informalities or to reject any or all bids. Question Deadline 01/30/2026: Bidder shall submit all questions about the meaning or intent of the Bidding Documents to Engineer in writing.
