Site work, paving and renovation of a mixed-use development in Eagan, Minnesota. Completed plans call for the renovation of a playground / park / athletic field; for site work for a playground / park / athletic field; for paving for a playground / park / athletic field; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
As of February 05, 2026, project was awarded to Northwest Asphalt awarded amount is $1,986,795.92 work generally includes reconstruction of the tennis courts at north view park located. Specific work consists of site demolition and clearing, earthwork, asphaltic concrete pavement, concrete pavement, chain link fencing, acrylic court surfacing, stormwater infiltration, seeding, landscaping, site restoration and other related work as shown on the contract drawings and described in the project manual dated December 19, 2025. Bid security: a certified check or proposal bond in the amount of not less than 5 percent of the total amount bid, drawn in favor of city of eagan shall accompany each bid. No bidder may withdraw his/her bid for at least 45 days after the scheduled bid opening. The successful bidder must be a "responsible contractor." the term "responsible contractor" means a contractor as defined in Minnesota statutes section 16c.285, subdivision 3. Any prime contractor, subcontractor, or motor carrier that does not meet the minimum criteria or fails to comply with the verification requirements is not a responsible contractor and is not eligible to be awarded a construction contract for the project or to perform work on the project. A prime contractor, subcontractor, or motor carrier that makes a false statement under oath verifying compliance with the minimum criteria will be ineligible to be awarded a construction contract on the project and the submission of a false statement may result in termination of a contract awarded to a prime contractor, subcontractor, or motor carrier that submits the false statement. A prime contractor shall include in its verification of compliance a list of all its first-tier subcontractors that it intends to retain for work on the project. Before execution of a construction contract, a prime contractor shall submit a supplemental verification under oath confirming that all subcontractors and motor carriers that the prime contractor intends to use to perform project work have verified to the prime contractor, through a signed statement under oath by an owner or officer, that they meet the minimum criteria for a responsible contractor. Best value contracting selection: timing of this project is critical for the safety of the general public and to minimize disruption to both park district and school district activities. In addition, the city has limited financial resources to commit to the project. Accordingly, the project must be accomplished with a minimum of interruption, on time, and without cost overruns. The city believes that only a contractor with good experience in constructing this kind of project is necessary. Two factors will be considered in the contractor selection process: price and performance. The process for the consideration of proposals for the award of this project will take into account not only the contract amount bid for construction items, but also the bidder's ability and performance on previous similar projects, within and outside the city of eagan, and the bidder's availability of major equipment to perform this project. A technical proposal must be submitted by each prospective bidder so the contractor's performance can be evaluated along with the submission of a bid. Owner's rights reserved: the owner reserves the right to reject any or all bids and to waive any irregularities and informalities therein and to award the contract to other than the lowest bidder if, in their discretion, the interest of the owner would be best served thereby. Successful bidders will be required to furnish satisfactory labor and material payment bond, performance bond, and certificates of insurance and a signed contract within 10 days of award of contract. The city council reserves the right to retain the deposits of the three lowest bidders for a period not to exceed forty-five (45) days after the date and time set for the opening of the bids. No bids may be withdrawn for a period of forty-five(45) days after the date and time set for the opening of bids. Payment for the work will be by cash or check. The city reserves the right to reject any and all bids and technical proposals, to waive irregularities and informalities therein and further reserves the right to award the contract to the best interest of the city.
