The Project includes: removing, hauling, and disposing of up to approximately 6,200 dry tons of water treatment residual solids. All questions about the meaning or intent of the Contract Documents shall be submitted to the ENGINEER in writing. Replies will be issued by Addenda mailed or delivered to all parties recorded by ENGINEER as having received the Contract Documents. Questions received less than five (5) working days prior to the date for opening of Bids may not be answered. Bidders must submit a cashier's check, or acceptable bidder's bond with their proposal payable to Upper Trinity Regional Water District in an amount not less than of five percent (5%) of the bid submitted. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Owner reserves the right to adopt the most advantageous interpretation of the bids submitted in the case of ambiguity or lack of clearness in stating proposal prices, reject any or all Bids or parts of Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids, and/or waive formalities. Owner also reserves the right to waive all minor Bid informalities not involving price, time, or changes in the Work. The Work, under this Contract, consists of furnishing all labor, supervision, equipment, tools, materials, transportation, services, and related items necessary for the removal and disposal of residual solids. 1. The Work includes, but not necessarily limited to, the following: a. Removal and disposal of residual solids and pumped water from recovery ponds to the lines and grades of the ponds shown on the drawings. b. Removal of any debris or aquatic vegetation such as reeds or cattails. 2. Unless otherwise specified, CONTRACTOR shall provide the following: a. Temporary facilities and controls as specified in Division 1 Section 01400 "Contractor Requirements." b. Provide quality control, material testing, field-testing, and related services in accordance with Division 1 Section 01400 "Contractor Requirements." c. Provide quality assurance and control services in accordance with Division 1 Section 01400 "Contractor Requirements." OWNER provided quality assurance and quality control services would be an overview of the Work during construction. d. Field surveying required for support of construction operations. e. Applicable permits, licenses and jurisdictional inspections, certificate of occupancy, and related work as necessary for OWNER to assume operation of facility.
