Establish a binding contract for unit prices with the low bidder to undertake flood response activities for a spring flood event for the identified communities. Establish a non-binding call-out list for unit prices for all qualified bidders to undertake flood response activities for possible future summer and/or fall flood events in these communities. The work mainly consists of the construction and removal of clay closures at the openings of the permanent flood protection dikes known as the Assiniboine River Dikes and the Portage Diversion Dikes, and opening of the Portage Diversion Failsafe if required. The contractor shall provide specified equipment to prepare, excavate, load, haul and place borrow material, conduct dike repair, maintenance and emergent work, remove placed borrow material, conduct site cleanup, repair, and remediation, as well as manage traffic as required and as directed. There is no guarantee of quantities, and if dike closures are not required, equipment will not be mobilized and no payment will be made.
