The work consists of the replacement of two 36-inch butterfly valves on the existing 36-inch diameter ductile iron water main within the eastern parkway of State Route 79 in Panama City Beach, Florida. The contractor is responsible for providing all necessary materials, equipment, and labor for the project, except for the supply of the valves and cut-in sleeves, which will be provided by the City. All prospective bidders/respondents are hereby cautioned not to contact any member of the city of panama city beach staff or officials other than the specified contact person(s). GENERAL INFORMATION: The Panama City Beach Utilities Department is seeking a reliable and qualified Contractor for the replacement of two (2) 36" diameter butterfly valves on the existing 36" diameter ductile iron water main within the eastern parkway of State Route 79 (SR 79). a. Contractor shall be licensed, insured and in good standing with the State of Florida. b. Contractor is responsible for furnishing all tools, materials, and labor to complete the scope unless otherwise noted. c. Contractor is responsible for ordering all materials and supplies needed (except as noted below) as well as removing all debris/trash related to the project. d. Construction and installation shall be in accordance with manufacturer's specifications. Each bidder shall become fully informed as to the extent and character of the work required prior to submitting a bid. No consideration will be granted for any alleged misunderstanding of the work to be done; it is understood that the submission of a bid is an agreement with all the items and conditions contained within the solicitation. SCOPE OF WORK/SPECIFICATIONS: The City is seeking proposals for the removal of two (2) existing 36" butterfly valves and the installation of two (2) 36" gate valves in the same locations. See the attached Location Exhibit showing the approximate location of the water main and valves. The work must be performed on a single evening during the month of February 2026 and between the hours of 10pm and 6am. The City and the contractor will mutually agree on an evening to perform the work (Monday through Wednesday only) and allow at least a 72-hour public notice of the project. Isolation of the water main will require much of the City's service area to be placed on a boil water notice following the completion of the project. The City intends to replace several air release valves along the corridor while the selected contractor replaces the butterfly valves. The City will perform the following: 1. Obtain any necessary FDOT permits. 2. Operate the valves that are necessary to isolate the main. 3. Supply and deliver two (2) 36" gate valves (American Darling 36" MJ x MJ resilient wedge gate valve with stainless steel stem). 4. Supply and deliver two (2) 36" cut in sleeves at both project locations. 5. Provide and install the bike path closure signage. 6. Issue a Precautionary Boil Water Notice, obtain water samples and Bac-T testing. 7. Replace any impacted bike path up to 70 lineal feet at each location. 8. Restore site final grading and reseeding up to 70' x 50' at each location. 9. During the shutdown, replace three existing air release valves along the isolated main away from the two valve replacement sites. The Contractor will perform the following: 1. Provide all the necessary material and equipment to replace both valves simultaneously using two fully staffed crews including any necessary dewatering equipment. 2. Six days prior to the start of work, excavate both valves to determine if advanced dewatering will be necessary. If advanced dewatering is necessary, contractor will be paid per day per site where dewatering is installed. The cost for advanced dewatering is specified in the bid schedule. 3. Remove two (2) 36" butterfly valves on the existing 36" diameter main. 4. Install two (2) 36" gate valves in the same location as the existing butterfly valves and confirm leak free connections. Valves to be installed per City specifications following AWWA standards. Disinfect at both cut in locations and flush the line toward the existing blow off. 5. Reinstall valve vaults and frames. 6. Backfill both sites to final grade. 7. Restore site, if impacts exceed City restoration limits.
