Site work, paving and new construction of a transportation facility in Waite Park, Minnesota. Completed plans call for the construction of a transportation facility.

The St. Cloud Metropolitan Transit Commission is constructing a new Western Transit Center to serve riders for both fixed route and on-demand transit, located in Waite Park, Minnesota, at the intersection of 2nd Avenue South and Sundial Drive. The project category includes sanitary sewer (gravity), concrete paving, public buildings, electrical and controls, communication facilities/network, electrical equipment and supplies, pavement marking, public transit center construction, sidewalks/curbs/gutters, electrical installation/construction, landscaping (tree and shrub planting, seeding, native management, planting projects), ADA curb ramps, fire hydrant, fire protection/detection/suppression, excavation, irrigation, erosion control (temporary), doors and windows (install, main, repair, replace), exterior insulation and finish systems, aggregate, bituminous patching/coating/surfacing, concrete (formed/flatwork/foundation, walkway, pavement), restrooms, light/heat/power, solar energy, materials/equipment and supplies, miscellaneous, parking lots/ramps, plumbing, millwork cabinets (interior), metal fabrication, lighting fixtures (main/replacement/installation, interior/exterior), lighting systems, crushed stone/rip rap, mechanical systems, sitework/excavating and grading, waterproofing, furniture/fixtures/equipment, grubbing and clearing, signage, flooring/carpeting, commercial entrances (storefront steel/aluminum), roofing, painting, curbs, casework (wood), buildings (commercial and private), heating, ventilation, air conditioning (HVAC), pedestrian improvements, conduit/electrical/telemetry. The Western Transit Center will provide a climate controlled indoor waiting area and public restrooms for riders, space for full-time transit staff for customer service, restrooms and break area for drivers, bus parking for loading/unloading passengers, earthen works for screening and stormwater management, and connections to local utilities. The project is funded by the FTA, administered by MnDOT, and participates in the Minnesota Sustainable Building Guidelines [B3] small buildings tract, requiring participation in cataloging data for compliance tracking by the Owner, design team, and Contractor. Instructions to bidders indicate that electronic bids will be received via QuestCDN.com, with preliminary results posted thereafter. BID DOCUMENTS ARE NOT YET AVAILABLE FOR DOWNLOAD. Q&A 02/23/2026 at 5:00 PM CT This project has funding from the FTA, which is being administered by MnDOT for Metro Bus. This project is participating in the small buildings tract for the Minnesota Sustainable Building Guidelines [B3] and as such the design, construction and post-occupancy must provide information to the B3 tracking tool for measuring compliance with the funding requirements. The Owner, the design team and the Contractor will all be required to participate in the cataloging of data and information to the tracking tool. E. Building Construction Description (including but not limited to): 1. Insulated Concrete Form Foundation walls and cast-in-place footings. 2. Cast-in-place concrete slab on grade floors. 3. Structural steel column and beam construction with braced frames. 4. Steel joist roof structure. 5. Structural steel decking [acoustical] 6. Dimensional and engineered wood framing for interior walls. 7. EPDM roofing membrane 8. Metal panel cladding 9. Roof mounted solar / photovoltaic panels 10. Ground mounted HVAC units 11. Sheetmetal duct work for supply and return air delivery 12. Plumbing fixtures and accessories for restrooms and break areas. 13. LED lighting (interior/exterior and site lighting) 14. General Power distribution. F. Building Related Site Construction (including but not limited to): 1. Rough and fine grading for building pad 2. Pollution control measures for sensitive landscapes and natural areas 3. Foundation and utility excavations (5' from building pad) 4. Subgrade Utility placements and coordination with outside private utilities (coordination with site / park reconstruction utility placements) 5. Foundation back-fill. 6. Site Pavements shown on the drawings related to the building. 7. Complete landscaping and exterior features installation(s).
