The City is requesting detailed submissions from qualified and experienced proponents to develop a comprehensive Climate Adaptation Plan (CAP) that identifies key climate vulnerabilities, sets measurable adaptation goals, and outlines actionable strategies to enhance the City of Grande Prairie's resilience to climate impacts. The plan must align with the Green Municipal Fund's Local leadership for Climate Adaptation grant requirements and demonstrate experience delivering public and stakeholder engagement for municipal climate adaptation or resilience planning projects of similar scale. The scope of work includes: - Establishing a project team and governance structure, including roles, responsibilities, and stakeholder engagement. - Collecting and analyzing climate risk data, identifying vulnerabilities across City infrastructure and assets. - Developing and prioritizing practical adaptation measures, aligned with City objectives and Council's Strategic Plan. - Reviewing and updating City policies and procedures for climate adaptation, integrating strategies into citywide planning and emergency response frameworks. - Establishing a budget and identifying funding sources for priority actions. - Developing a monitoring and evaluation framework and an annual reporting template for internal use. - Creating and maintaining communication and stakeholder engagement plans. Key deliverables include a comprehensive Climate Adaptation Plan, policy integration recommendations, a public engagement report, and an annual monitoring and evaluation report template. The successful proponent must ensure all progress meetings are documented and provide updated project schedules as required. Instructions to bidders include: - Complete and submit all mandatory forms and the pricing table through the bids&tenders(TM) bidding system. - Ensure pricing is separated from the technical submission. - Provide a detailed fee schedule aligned with the five key project phases. - Achieve a minimum technical score of 70% to qualify for financial evaluation. - Provide references for three relevant and comparable projects. - Maintain required insurance, WCB clearance, and, if applicable, a City of Grande Prairie Business License. - Adhere to all terms, conditions, and requirements outlined, including conflict of interest declarations and confidentiality obligations. - All proposals must be submitted in English and structured according to the instructions given.
