The Housing Authority of the City of Key West, Florida (the KWHA) is a municipal agency created under F.S. 421. The KWHA's mission is to provide safe, secure, and quality affordable housing solutions to citizens of the community in a manner that promotes the self-sufficiency of low-income families and meets the needs of moderate-income families in the local workforce. The Awarded Contractor shall provide all labor, tools, materials, & equipment necessary to provide general contracting services for new construction of fifty-four (54) multi-family units Location- 1671 Dunlap Drive, Key West, FL 33040 Bid ID ITB-KWHA-25-IFB-184-0-2025/VS The awarded Contractor shall provide all labor, tools, materials, and equipment necessary to provide general contracting services for new construction of fifty-four (54) multi-family units for property. Sealed bids accompanied by a negotiable bid guarantee of no less than five percent (5%) of the amount. The KWHA reserves the right to reject any or all bids or to waive any informality(s) in the bidding and to award to any party considered to be in the best interest of the KWHA. M/WBE's are encouraged to participate in the bid process. Question Deadline 01/20/2026 at 4:00 PM ET NO verbal requests for clarification of information will be accepted. ALL questions should be made in writing and sent via mail (1400 Kennedy Drive, Key West, FL 33040), email (sellersv@kwha.org), Appropriate questions will be answered, and any revisions to the IFB will be provided in a written addendum by January 26, 2026 by 4:00 p.m. Clarification for Deduct Alternate #1 (Appliances): If the KWHA accepts Deduct Alternate #1, the KWHA will purchase the kitchen appliances directly. Contractor's responsibilities shall remain as follows: Contractor shall review KWHA's appliance selections for fit and utility compatibility prior to order and coordinate delivery dates with the KWHA to align with the construction schedule. Contractor shall carry the responsibility of receiving the delivery at the job site, unboxing, and inspecting for damage at time of arrival. Contractor shall provide secure, safe storage and protection of the appliances until installation. Contractor shall provide all labor and incidental materials necessary to install, connect, & test the appliances. Contractor shall remove and dispose of all appliance crating and packaging debris. Contractor shall provide its own temporary onsite storage container if needed or desired by Contractor. Contractor shall provide its own Dumpster. No on-site office or storage facilities will be provided by the KWHA. Contractor shall conduct operations under the Contract in such a manner as to allow, during the performance of the work, ingress and egress of common areas for the tenants and other authorized persons with the KWHA's cooperation. The work shall be conducted efficiently and at the least inconvenience to the surrounding residents. The Contractor shall provide all necessary safety equipment, materials, and personnel to protect the public walks and entrances to buildings and grounds adjacent to the work areas of the Contract so that pedestrians, tenants, and the public are protected at all times. The Contractor shall protect and be responsible for the existing buildings, facilities, and improvements adjacent to the operations under the Contract. Should any portion of the buildings or areas be damaged due to work of the Contract, the Contractor shall report the conditions and circumstances to the KWHA and make all necessary repairs and replacements to such damaged work at its own expense. The Contractor shall be responsible for any damage or loss incurred because of the work of the Contract to any tenant's property or other work, and shall, at its own expense, replace any material which, in the opinion of the KWHA, has become damaged to such extent that it cannot be restored to its original condition. All work shall be done in a neat, clean manner by experienced and capable persons. The Contractor shall keep the premises free of debris and construction materials resulting from the work. All debris and such materials shall be removed from the premises at the end of each workday. Upon completion of the work, the Contractorshall assume ownership of all debris resulting from the work, remove it from the premises, and legally dispose of it unless otherwise specified. The work shall be conducted Monday through Friday between 8:00 a.m. and 5:00 p.m. No work shall be conducted when the KWHA is closed for business (including weekends, all Federal holidays, the day after Thanksgiving, and Good Friday). The work shall be completed within the schedule established in the notice to proceed issued by the Contracting Officer. If the Contractor failsto complete the work (final completion) within the period established in the notice to proceed, the Contractor shall pay the KWHA as liquidated damages the sum of $2,500.00 for each day of delay after a 30-day grace period (not including weekends, all Federal holidays, the day after Thanksgiving, and Good Friday).
