Site work and paving for a road / highway in Manhattan, Illinois. Conceptual plans call for site work for a road / highway; and for paving for a road / highway.

The project consists of developing a Safety Action Plan in accordance with the Safe Streets and Roads for All (SS4A) grant program administered by the U.S. Department of Transportation. The purpose is to identify strategies and actions to significantly reduce roadway fatalities and serious injuries and provide traffic calming strategies, focusing on the U.S. Route 52 corridor in the Village of Manhattan. The scope of work includes: Community engagement through meetings and presentations with staff and the steering committee, stakeholder interviews, and public outreach (both in-person and online). Data collection and analysis of existing conditions, including crash data, roadway conditions, and demographic information. Safety analysis, including analysis of existing conditions and historical trends to establish a baseline for crashes involving fatalities and serious injuries, analysis of crash locations and severity, contributing factors, crash types, systemic and specific safety needs, and geospatial identification of higher-risk locations. Development of implementation strategies for both policy and process changes, and site-specific project recommendations. This includes timelines, priorities, and evaluation/monitoring methods. Assessment of current policies, plans, guidelines, and standards to identify and implement opportunities to improve and prioritize safety, including policy changes where needed. Site-specific recommendations may involve crosswalk improvements, sidewalk enhancements, intersection redesign, streetscape improvements, pedestrian-scale lighting, traffic calming measures, and access management strategies. Ensuring compliance with all SS4A requirements. Qualifications required include experience in transportation safety planning and Vision Zero initiatives, familiarity with SS4A guidelines and federal grant compliance, ability to conduct public engagement and equity analyses, and technical expertise in GIS, crash data analysis, and roadway safety design. Proposals should be formatted by including a title page, firm profile, key staff resumes, a detailed work plan, and examples of similar projects. Evaluation will be based on relevant experience and expertise, understanding of SS4A requirements, quality of approach, project capacity, and references.
