Renovation of a mixed-use development in North Salem, New York. Completed plans call for the renovation of a clubhouse / community center; and municipal facility.
**As of March 13, 2026, this project has not yet been awarded. A timeline for the award has not yet been established.** The work will consist of the installation of eight heat pumps in three Town buildings as per the attached document. CR#:2129982 Contract Number: 25-05 A total of 8 systems North Salem Community Center at 3 Owens Road, Croton Falls, NY (4 systems) Delancey Hall at 266 June Road, North Salem, NY 10560 (2 systems) The Annex at 274 Titicus Road, North Salem, NY 10560 (2 systems) The Town of North Salem seeks sealed bids for the installation of eight (8) high-efficiency, cold-climate air-source heat pump systems and all associated electrical work at the North Salem Community Center, 3 Owens Road, North Salem, NY, 266 Titicus Road and 274 Annex Town Vault. The bid consists of: - High-efficiency heat pump equipment and installation and Electrical work required for the installation. The price is a combined price. Exterior Unit Placement Restrictions: 1. Outdoor units must NOT be placed along the front façade of the building at 3 Owens Road. Only the north side and rear placements are allowed. 2. The outdoors units at 266 Titicus Road will go inside of the existing fence on the east side of the building. 3. The outdoor units for the Annex at 274 Titicus road will go in the back of the building on the north side. 4. The contractor will go over those placements with the Town before the bid due date. SCOPE OF WORK: Heat Pump Installation The contractor shall: 1. Perform Manual J or equivalent load calculations for each location. 2. Decommission and removal of four of the existing systems. 3. Provide indoor and outdoor heat pump units sized to actual heating and cooling load. 4. Install indoor units, condensate management, and controls. 5. Install outdoor units on pads or brackets at side or rear of building. 6. Install new insulated refrigerant line sets. 7. Commission the entire system and provide staff training. 8. Provide warranties: 10-year compressor, 10-year parts, 1-year labor. 9. For the 3 Owens Road Green Room location. heat pump #3, the return ducting location needs to be discussed and will require moving to a lower location SCOPE OF WORK: Electrical Work The contractor shall: 1. Inspect existing electrical service and panel capacity. 2. Install dedicated circuits and breakers for each heat pump system. 3. Install disconnect switches within sight of each condenser. 4. Provide all conduit, wiring, grounding, and labeling. 5. Perform load testing. 6. Have an approved electrical inspection/certification upon completion. PAR-42MAAUB thermostat controller d. Two PLFY-L08NFMU ductless ceiling cassettes at each end of hallway e. 1-PAR-42MAAUB thermostat controller System 2: Theatre (replace existing system) a. SUZ-AK48NLHZ heat pump b. SVZ-AP48NL air handler c. PAR-42MAAUB thermostat controller d. Line set and control wire e. Safety pan with float switch f. Primary pan overflow switch g. Connect to existing ductwork with sheet metal transition System 3: Dressing Room, Green Room, Etc. (replace existing system) a. SUZ-AK36NLHZ heat pump b. SVZ-AP36NL air handler c. PAR-42MAAUB thermostat controller d. Line set and control wire e. Safety pan with float switch f. Primary pan overflow switch g. Connect to existing ductwork with sheet metal transition System 4: Basement a. SUZ-AA12NLHZ heat pump b. MLZ-KX12NL ductless ceiling cassette c. Handheld remote controller Delancey Hall two existing systems will be replaced. System 5: 1st floor: a. First Co 48HCXW2010BVB air handler b. Bosch BOVA-60RTB-M20S heat pump, 20 SEER 1 c. Ecobee 3 Lite thermostat (or approved equivalent for dual heat control) System 5: 2nd floor: a. First Co 48HCXW2010BVB air handler b. Bosch BOVA-60RTB-M20Sheat pump, 20 SEER 1 c. Ecobee 3 Lite thermostat 1.0 (or approved equivalent for dual heat control) Thermostat Specifics a) An Ecobee thermostat will run the heat pumps when it is above 35 degrees outside, and when below 35, will automatically switch over to the oil heat. b) Replace air handlers and condensers. c) Sheetmetal transitions to supply plenums. New return plenums Connect to existing duct work EZ traps. d) Primary pan overflow switches Safety pan with float switches e) Install Low Voltage Wiring, Flush line sets and reuse. Reinsulate line sets. f) Connect to hydro lines. g) Plastic condenser pads with risers Surge protectors at heat pumps Nitrogen pressure test, evacuate, charge with refrigerant. h) Provide installation warranty. i) Labor quoted as prevailing wage. j) Include High voltage wiring. k) For the basement air handler check the existing ductwork for any collapse of interior insulation. Insulation is interior to the ductwork. Annex 274 Titicus Road, North Salem NY Install two split units heat pumps in the basement vaults. One in the main vault and one in the back vault. It is anticipated that two smaller heat pumps 18 K Btu and 12K BTU will operate most efficiently. While heating is not a priority the units must provide optimal dehumidification as well as high efficiency. Vault humidity should be maintained around 40%. Mitsubishi Hyper-Heat (H2i Series) models: 12K: MUZ-FH12NA / MSZ-FH12NA - for second vault room on south side of basement. Note: Based on load calculations this might be a 9K unit MUZ-FH09NA so it can provide longer runtimes with better dehumidification. 18K: MUZ-FH18NA / MSZ-FH18NA - for vault on north side of the basement. Note: Based on load calculations this might be a 12K unit MUZ-FH12NA so it can provide longer runtimes with better dehumidification. a. Excellent latent humidity removal, even in dry mode. b. Ultra-low turndown ratio which allows for long run times -> more dehumidification and limit short cycling. c. An Ecobee thermostat to allow the heat pump to be run remotely and which will also supply humidity and temperature information back to a smart phone device. d. Split unit heads will have proper condensation lines run to minimize any water in the vault area. e. Heads will not be installed over vault storage racks in case of water leakage. f. Plastic condenser pads with risers g. Surge protectors at heat pumps. Nitrogen pressure test, evacuate, charge with refrigerant. h. Provide installation warranty. i. Labor quoted as prevailing wage. j. Include high voltage wiring.
