Provide complete Architect-Engineering (A/E) services for Project No. 630A4-22-432, Install Instantaneous Hot Water Heaters at the New York Harbor Healthcare System, St. Albans Campus. Services include schematics, design development, construction documents, technical specifications, cost estimates, construction period services, site visits, and as-built documentation. The scope involves studying existing domestic hot water systems in Buildings 89, 92, and 93 to determine optimal heater type, size, and capacity; preparing life cycle cost analyses; and designing new steam-to-water instantaneous hot water systems. Work includes removal and replacement of domestic hot water tanks, piping modifications, valves, pumps, electrical and mechanical connections, controls, and integration with the Building Management System (BMS). The design must include phasing plans, temporary systems, and compliance with VA Plumbing and HVAC standards, ASHRAE 90.1, NFPA codes, and VA criteria. Additional tasks include asbestos abatement planning and monitoring, energy consumption calculations, infection control risk assessment, interim life safety measures, and development of sequences of operation. Deliverables include 30%, 60%, 90%, and 100% design submissions, updated diagrams, deficiency reports, and a comprehensive domestic hot water system study for Building 176. The A/E shall also provide construction period services such as submittal reviews, RFIs, inspections, and as-built drawings.
