Rutherford County is seeking proposals for a Construction Manager at Risk (CMAR). The work includes converting an existing approximately 29,000 square foot three-story concrete structure into a new County administrative building. The facility will house multiple departments, including Planning, Engineering, Codes, Elections, Fire Administration, and Finance, with the possibility to include additional programs. The objective is to create a modern, efficient, and accessible building to serve as the primary interface for key community services. The renovated space will provide government office space, public-facing service areas, training rooms, and accessible ground-floor spaces for public interaction with County agencies. Bidders must submit an original and at least four copies of their bid in a sealed envelope marked “SEALED BID- RUTHERFORD COUNTY RFQ/P for Construction Manager at Risk (CMAR)” to the Rutherford County Mayor's Office. All bidders must be licensed contractors in the State of Tennessee and comply with State regulations. Bidders may need to obtain a Rutherford County Business License. Bidders must adhere to Title VI of the Civil Rights Act of 1964 and all relevant non-discrimination requirements. Rutherford County reserves the right to reject any or all bids, to waive technicalities or informalities, and to accept any bid deemed to be in the County's best interest.
