The James City Service Authority (JCSA) (The Owner) is seeking bids for the installation of architectural fence at the Owner's B-27 Ironbound Storage Tank Facility located at 4015 Ironbound Road, Williamsburg, VA 23188. The fence shall consist of 550 feet of 8' black aluminum architectural fence and two sets of 20' wide double gates (one double swing style and one single slide style) that will enclose the entire facility. The installation shall be in accordance with the attached plans and details contained in Attachment I-- B-27 Site Layout & Fence Details. The Contractor is responsible for inspection of the site to confirm the scope of work. A planned on-site Non-Mandatory Pre-Bid Conference and inspection is scheduled for Tuesday, January 13, 2026 @ 10:00 a.m. This is the Contractor's opportunity to inspect the scope of work and ask questions. Confirmation of intent to attend this inspection MUST be arranged in advance by contacting Bruce Capps via email at bruce.capps@jcsava.gov, no later than 2:00 pm on Monday, January 12, 2026. The purpose and intent of this Invitation for Bid (IFB) is to solicit sealed bids from a qualified contractor to provide architectural fence for JCSA's B-27 Ironbound Storage Tank Facility located at 4015 Ironbound Road, Williamsburg, VA 23188. All questions pertaining to this project should be directed to Stephanie Luton, JCSA Assistant General Manager, no later than 2:00 p.m. on January 20, 2026 in writing by email: stephanie.luton@jcsava.gov. Addendum will be issued by James City County Purchasing. All vendors shall be properly licensed by the Commonwealth of VA. All vendor site supervisors assigned to this project shall have a minimum of 3 years' experience in similar work. A qualified site supervisor shall be on site at all times during the Work.
