**As of February 6, 2026, the project was awarded to HCL Contracting, with an awarded amount of $580,943.72** Sealed bids will be received for furnishing all labor and materials, and performing all work required by Mobile County for the project: ANDRY RD, HENRY ANDRY RD, FRANK TAYLOR RD, CEDAR CREEK BAPTIST CHURCH RD, Project No.: MCR-2018-110. NINETY (90) working days are allowed for the construction of the project. All bids must be submitted on blank forms provided in the specifications, accompanied by a cashier's check or a bidder's bond for not less than five percent (5%) of the amount bid, but not more than $10,000.00, as a bid guaranty, prepared by a surety company authorized to do business in the State of Alabama. The project is being bid excluding taxes. A performance bond and a labor and materials bond, each in an amount not less than the contract price and in a form approved by the County, are required at the signing of the contract. A certificate of insurance coverage must also be furnished at the signing of the contract. The right is reserved to reject any and/or all bids and to waive informalities or to furnish any item of material or work to change the contract amount. Liquidated damages will be assessed for non-completion within the agreed time limit. Specifications are available for inspection and may be obtained with a refundable deposit. No specifications will be issued less than twenty-four (24) hours before the bid deadline. No bids will be considered unless the bidder, whether resident or non-resident of Alabama, is properly licensed and qualified according to Alabama law, including holding a current certificate to engage in general contracting in Alabama. Contractors must have one of the following major classifications: Highways and Streets, Municipal and Utility, or Heavy and Railroad Construction. Out of state corporations must furnish a certificate of authority to transact business in Alabama. Prior to award, proof of enrollment in E-Verify is required for those with employees in the state. Contractors must comply with the Mobile County Contractor Felony Investigation Policy if applicable. No bid may be withdrawn for thirty (30) days after opening without consent of the County Commission. A tabulation of bids will be available for public viewing within two weeks of the award.
