The work includes furnishing all labor, materials, equipment, layout, and supervision for a new Truck Driving School for Bishop State Community College as indicated on the drawings and as specified. It includes all items or other incidentals necessary to make the project a complete and warrantable installation as described in the contract documents. Only General Contractors that are prequalified may attend the mandatory pre-bid meeting and be allowed to submit a bid proposal for the project. Bids must be submitted on proposal forms furnished by the Architect or copies thereof. Attendance at the pre-bid conference is mandatory for all prequalified General Contractor Bidders intending to submit a Proposal, and for Subcontractors. The project is being bid excluding taxes, and requires compliance with Act 2013-205 regarding Certificates of Exemption with the Alabama Department of Revenue. The Owner reserves the right to reject any or all proposals and to waive technical errors if, in their judgment, the best interests of the Owner will thereby be promoted. Pre-qualification requirements: No proposals will be considered unless the bidder, whether resident or non-resident of Alabama, is properly licensed and qualified to submit a proposal for this construction in accordance with all applicable laws of the State of Alabama. This includes holding a current license from the State Licensing Board for General Contractors as required by Chapter 8 of Title 34, of the Code of Alabama, 1975. Non-resident corporations must show evidence of having qualified with the Secretary of State to do business in Alabama. Prior to contract award, proof of E-Verify enrollment is required. A cashier's check or bid bond, performance and statutory Labor and Material Payment Bonds, and insurance in compliance with requirements are required. Additional qualifications and requirements for General Contractors and separate Subcontractors are indicated in the Bid and Contract Documents. Prequalification packages are due by the designated date and must be submitted as instructed. Only prequalified General Contractors may attend the pre-bid meeting and submit proposals. Bidders must clearly display their current license number on the outside of the sealed envelope and on the Proposal Form. No bid may be withdrawn for sixty days after the scheduled closing time for receipt of bids. Additional requirements are detailed in the Bid and Contract Documents. Bidders must comply with the requirements for bidding amounts exceeding the threshold established by the State Licensing Board for General Contractors, including proper licensing and documentation.
