The scope of work includes providing all labor, materials (except those supplied by the owner), equipment, incidentals, and services necessary for constructing landfill Phase 8B. This includes but is not limited to: mobilization, site preparation, dewatering, surveying services, furnishing and installing temporary erosion and sedimentation control structures, mass excavation, structural fill, subgrade preparation, compacted soil liner construction, drainage layer installation, protective cover installation, excavation and backfilling of anchor trenches, temporary haul roads, demobilization, and all related work and incidentals pursuant to the proposal and contract documents, including the technical specifications and contract drawings. Proposers must submit two original, signed proposal packages and one electronic copy (on a thumb drive) in a labeled binder, all compiled according to the instructions and requirements. The packages must be delivered in a sealed envelope or package clearly labeled with the title, name, and address of the proposer. All equipment, material, and labor must comply with the proposal and contract documents on file with the owner. Late proposals will not be accepted. Proposers are required to use the provided proposal forms contained in Section 3 of the proposal and contract documents. Proposals will not be accepted from proposers not in attendance at the mandatory pre-proposal meeting. Proposer and all subcontractors must be properly licensed as required by applicable state and local law. An award will not be made to a proposer who is not licensed.
