The work shall consist of construction of trail and dock improvements including grading, drainage, and paving, as well as replacement of decking and railing on existing docks at Stafford Park Lake. Each bid submitted must be marked on the outside as a bid for trail and dock improvements for the City of Pontotoc, MS. Any bid in excess of $50,000 must contain on the outside of the envelope the contractor's current certificate of responsibility number, or a statement indicating that the bid enclosed does not exceed $50,000. A satisfactory bid bond executed by the bidder or an accepted surety, a certified check, or bank draft payable to the City of Pontotoc, on negotiable U.S. Government Bonds (at par value), shall be submitted with each bid in an amount equal to five percent (5%) of the total bid. Minority and women's business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities. Bids may be held up to 60 days from the date of opening for review of bids and qualifications of bidders prior to contract award. The Board of Supervisors reserves the right to reject any or all bids or to waive any informality in the bidding. No interpretations of the meaning of the Plans, Specifications or other documents will be made to any Bidder orally. Every request for such interpretations should be in writing, emailed, or addressed to: ENGINEERING SOLUTIONS, INC., 180 MAGEE DRIVE, PONTOTOC, MS 38863 and, to be given consideration, must be received at least five (5) days prior to the date fixed for the opening of Bids. Any and all such interpretations and any supplemental instructions will be in the form of written Addenda to the Specifications which, if issued, will be mailed by certified mail with return receipt requested, to all prospective Bidders (at the respective addresses furnished for such purposes), not later than three (3) days prior to the date fixed for the opening of Bids. Failure of any Bidder to receive any such Addenda of interpretation shall not relieve such Bidder from any obligation under his Bid as submitted. All addenda so issued shall become part of the Contract documents.
