Sealed bids will be received for furnishing all labor and materials, and performing all work required for the Celeste Road Drainage Improvement project. Sixty working days are allowed for construction. All bids must be submitted on the provided forms, accompanied by a cashier's check or bidder's bond for at least five percent of the bid amount (not to exceed $10,000), as a bid guaranty. The project is bid excluding taxes, and the contractor must comply with applicable Alabama state and Department of Revenue regulations. A performance bond and a labor and materials bond, each at least equal to the contract price, are required at contract signing, as is a certificate of insurance coverage as specified. The County reserves the right to reject any or all bids, waive informalities, provide any material or work, or change the contract amount. Liquidated damages will be assessed for non-completion within the agreed time. Specifications are available for review at the Mobile County Engineering Department and the office of McCrory & Williams, Inc. Prime contractor bidders may obtain specifications for a refundable deposit, subject to specific return conditions. No specifications will be issued later than 24 hours before the bid deadline. Bidders must be properly licensed and qualified according to Alabama law. Contractors bidding as prime must have at least one of these major license classifications: Highways and Streets, Municipal and Utility, or Heavy and Railroad Construction. Out-of-state corporations and LLCs must provide proof of authority or registration to do business in Alabama. Prior to contract award, contractors with employees in Alabama must provide proof of enrollment in E-verify. The successful bidder must comply with the Mobile County Contractor Felony Investigation Policy if applicable. No bid may be withdrawn for 30 days after bid opening without the County's consent.
