Site work for a mixed-use development in Brooklyn, New York. Completed plans call for site work for a 21,000-square-foot water / sewer project.

NYCEDC seeks a development partner to activate a vacant waterfront property at the 23rd Street Basin, Gowanus site, consisting of approximately 21,000 square feet of upland space, roughly 765,000 square feet of lands underwater, and approximately 350 linear feet of usable bulkhead. The site is open to proposals for all types of maritime industrial uses, such as bulk product movement, vehicle roll-on roll-off operations, vessel berthing and homeport facility development, or landing development for passenger or freight ferries. Development proposals should leverage the upland space in accordance with existing zoning stipulations and other use overlay restrictions (SMIA and IBZ requirements). NYCEDC is conducting a bulkhead repair project, with design to be completed by Q2/Q3 2026, and construction expected to finish in Q1 2027. Proposals will be evaluated based on quality, experience, financial and schedule feasibility, relevant experience, economic impact, hiring and workforce programs, and proposed fee. Submission requirements are detailed in the RFP, with proposals to be submitted electronically as a single .zip file labeled with the company name. The project has Minority and Women Owned Business Enterprise (M/WBE) participation goals, and all respondents must submit an M/WBE Participation Proposal with their response. The project description must include a detailed narrative of the Project, including: o Proposed Site uses, including a breakdown of all manufacturing, industrial, commercial, transportation, and/or warehousing spaces proposed; o Completion of the Project Key Metrics input sheet (see the form template in Appendix C) o Environmental review approach, including assumptions for CEQR classification and expected technical analysis areas; o Development plan, including type and size of upland and/or in-water or over-water development; and, o Employment generation projections (direct and indirect, production and non-production, construction, and permanent and full-time and part-time jobs) must also be supplied. Anticipated construction activities and equipment include constructing a new bulkhead alignment. To facilitate this, the existing outshore alignment must first be cut back via an under-sheeting operation to be flush with the southern bulkhead alignment. Thereafter, the bulkhead alignment will be consistent for the entire length of the construction area. The demolition plan and construction plan are shown in Figure 10 and Figure 11 respectively, but Respondents are encouraged to review these files in RFP Attachment 1 for clarity. This adjustment will result in a net-zero change in total bulkhead linear footage. However, the scope of work will result in the creation of two, significantly larger contiguous stretches of bulkhead. On the site's south end, the existing, approximately 135-foot stretch will complemented by a new, approximately 192-foot stretch of contiguous bulkhead as the bulkhead "Jog" is moved northward. The existing "Jog" is identified in Figure 10 and its planned relocation in Figure 11. This new site arrangement will also result in a net reduction in overwater and in-water coverage as the northern Jog is cut back. NYCEDC is pursuing credit from the New York State Department of Environmental Conservation for this net overwater and in-water coverage reduction, with the intent of such credits available for application in construction on-site by the Respondent. The bulkhead would be outfitted with mooring hardware along new reinforced concrete bulkhead cap. New timber fendering would also be installed along the bulkhead to facilitate mooring. To facilitate on-site vehicle circulation, the site would also be regraded and re-paved. Site amenities will include CCTV, signage, and electrical service for lighting, and 120v convenience/accessory receptacles.
