Quotes are to be submitted for the Department of Aviation for the demolition of the Pennsylvania Liquor Control Board (PLCB) Building at Philadelphia International Airport. The Project Includes but is Not Limited to the Installation of Temporary Fencing as Shown on the Plans; Abatement and Proper Disposal of Asbestos and Other Known Contaminants; Disconnection and Capping of All Utilities a Minimum of Five (5) Feet Beyond the Face of the Building; Complete Demolition of the Existing Building; and Clearing and Grubbing Of the Wooded Area Within the Property Limits. Question Deadline 01/20/2026 The due date for filing completed questionnaires This section describes the work included in the contract. The Contractor shall furnish all labor, materials, facilities, equipment, services, employee training and testing, permits and agreements necessary to perform the work required for timely completion of the project. B. All work shall be in accordance with these specifications, the EPA, OSHA Regulations and NIOSH recommendations, State of Pennsylvania Regulations, and any other applicable federal, state, township and City of Philadelphia regulations. Wherever there is overlap or conflict ofthe above references the most stringent provisions are applicable. C. The Contractor shall, prior to commencing any work in the building, make all appropriate and necessary inspection, investigation, and evaluation of the premises to identify hazards and risks attendant to the work. This shall include evaluating the conditions and limitation associated with the structural elements of the building including the roof, floors, walls and other structural components which may deteriorate and become compromised as is typical in unused, unmaintained buildings. Work Included: The following description provides a summary of the work to be accomplished. The summary is intended as an overview and is in no way intended to limit the scope of work explicitly to the items mentioned. 1. Install temporary fencing as shown on the plan. 2. Abatement ofAsbestos and other known contaminants. 3. Disconnect and cap all utilities five (5) feet beyond the face of the building. 4. Demolition of building in its entirety. 5. Clearing and grubbing of wooded area within property line. Asbestos Abatement In February 2025, Environmental Design, Inc. conducted a survey for asbestos containing materials (ACBMs) of the former Liquor Control Board building located on Enterprise Avenue in Philadelphia, Pennsylvania. The purpose of this survey was to identify ACBMs prior to demolition of the structure. The laboratory samples collected revealed asbestos containing materials (ACMs) at the facility as defined by EPA 40 CFR, Part 61, Subpart M. Based on the results of the survey, the following ACMs were identified, and should be assumed to be asbestos containing: Floor Tile and Mastic Window Glazing Therefore, the work is to include removal and disposal of the above asbestos containing materials, in accordance with this specification and Section 02 26 23, and all applicable regulatory requirements, prior to demolition of the building. The findings of the testing are included within the appendices of the Project Manual. Building Demolition and Removal The Engineer shall verify that all necessary permits and approval have been obtained. The Contractor shall not begin building demolition until a notice to proceed has been issued by the RPR. Demolition shall include the complete removal and disposal of the building and all attendant structures, fixtures, appurtenances, and other improvements at the site including, but not limited to, walls, roofs, floor slabs and foundations to three (3) feet below grade. This work also includes backfilling, grading and final site restoration in accordance with the contract drawings.
