The project is for Water Supply Pipeline Improvement, DWSRF Project No. P40-2002420-01. All work performed and materials used and furnished shall be in accordance with the Plans and Specifications prepared by Brinley Engineering, LLC. Prospective bidders may examine the Notice to Bidders, Form of Bid, Form of Contract, Plans and Specifications, Forms of Bid Bond, Performance and Statutory Payment Bond, and other Contract Documents at the Town Hall. Plans and Specifications may be obtained at no charge by emailing Jason Brinley of Brinley Engineering, LLC. The contract is to be awarded to the lowest responsive, responsible bidder. The Owner reserves the right to waive any informalities in the bidding and the right to reject any and all bids in accordance with the Oklahoma Competitive Bidding Act. Conditional bids shall not be accepted. Each bidder must submit a certified or cashier's check or a Bidder's Bond in the amount of five percent of the bid, as a guarantee to perform the contract and furnish required bonds within ten days after acceptance of the bid. Required affidavits include DW-412 Non-Collusion Affidavit and DW-413 Business Relationships Affidavit. Performance, Maintenance and Statutory Payment Bonds in the amount of 100% of the contract price with a Corporate Surety licensed in Oklahoma, and a Maintenance Bond for repair of all damages due to improper materials or workmanship for one year after acceptance are required. Bidders must comply with requirements for equal opportunity in employment, affirmative steps for small, minority, and women's businesses, the Anti-Kickback Act, Contract Work Hours Standards Act, Davis Bacon Act wage rules, and American Iron and Steel provisions. SAM registration is required for all applicants and awardees. Bids filed will be opened publicly, but a contract will not be entered into for at least forty-eight hours after opening. Bids received more than ninety-six hours prior to the opening will be returned. A non-mandatory pre-bid conference will be held for the project.
