Electronic bids will be received for furnishing the materials and performing the labor for the execution and construction of the Jolliff Tipple and Portal project in accordance with the plans and specifications. A mandatory pre-bid meeting will be held at the project site. Only contractors signed in and present through the discussion of the plans and detailed specifications are eligible for bid submission. Copies of the plans, specifications, proposal forms, project description, and map will be available on Bid Express. A bid guaranty meeting the requirements of Section 153.54 of the Ohio Revised Code must accompany each proposal. Equal employment opportunity conditions are applicable, and the project is subject to a 5% EDGE participation goal. Davis Bacon wage rates are applicable, and both the contractor and subcontractor(s) shall perform no services requested under this contract outside of the United States. Sealed proposals must be submitted online through Bid Express. No bidder may withdraw their bid within sixty days after the opening date. The Director reserves the right to reject any or all bids or to accept the bid which best promotes the interest of the State.
