1.1. General Overview Dorchester County Water & Sewer Department seeks Statements of Qualifications from experienced, multi-disciplinary professional engineering firms to provide on-call water and wastewater engineering services on an as-needed basis. Services will be authorized through individual task orders with no guaranteed minimum quantity of work. One or more firms may be selected. The County reserves the right to assign work to any awarded firm based on availability, qualifications, workload capacity, performance, and fee competitiveness. 1.2. Anticipated Services Services may include, but are not limited to, the following: A. Water distribution and wastewater collection system investigations, planning, and design B. Rehabilitation, replacement, and upgrade of water and wastewater facilities C. Water and wastewater master planning and system hydraulic modeling D. Owner's representative services E. Program and project management F. Peer review of designs prepared by others G. Preparation of procurement documents (RFQs, RFPs, IFBs) H. Preparation of plans, specifications, opinions of probable construction cost, and bid documents I. Bid phase assistance and bid evaluation J. Structural engineering and inspections K. Mechanical, electrical, instrumentation, and process control design L. Environmental investigations and permitting support M. Construction administration, observation, inspection, and close-out services Services not performed in-house may be provided through properly licensed subconsultants. 1.3. Task Order Process A. The County will issue a written task order request outlining project requirements and a proposed timeline for each task. B. The Consultant shall submit a written task proposal including scope, approach, staffing, schedule, deliverables, and fee. The Consultant's fee proposal shall be clearly broken down by Work Breakdown Structure (WBS) and aligned with the proposed scope of services. Fees shall be organized by task, subtask, and deliverable to allow for transparent evaluation, negotiation, and authorization of Task Orders. C. Compensation may be lump sum or time-and-materials with a not-to-exceed amount, at the County's discretion. D. Work shall not commence until a task order or Notice to Proceed is issued. 1.4. Standards and Performance All work shall comply with applicable federal, state, and local laws, regulations, and Dorchester County standards. The Consultant shall perform a thorough internal QA/QC review of all deliverables prior to submission to the County. Deliverables shall be accurate, complete, constructible, and suitable for permitting and bidding. The last day and time for submittal of written questions shall be no later than Tuesday, January 20, 2026 at 2:00 pm.
