The Region of Peel is inviting qualified vendors to submit proposals for professional services to support site assessment and feasibility studies for a multi-use campus at the intersection of Humber Station Rd. and Healey Rd. in Caledon, Ontario. The site is intended to include an Integrated Health Centre, a Seniors Centre, and Community Support Spaces, supported by amenities such as parking, pedestrian pathways, greenspaces, outdoor seating, and public transit access. The goals are to conduct and document a comprehensive feasibility study assessing the development potential of the land, aligned with strategic goals and permitted uses, and to provide development options, cost estimates, and process recommendations. The scope of work includes synthesizing background reports, assessing the physical, regulatory, environmental, market, financial, and operational feasibility of the site, identifying opportunities and constraints, providing feasibility findings and recommendations, development options with conceptual plans, and preliminary cost estimates. The study must also address land use planning implications, including potential rezoning, and include high-level conceptual site plans, massing diagrams, and design objectives. The final report should include sections on site context, planning framework, constraints and opportunity analysis, development options with conceptual site plans, and cost assumptions. Detailed architectural or engineering design is not included in this phase.
