The project involves preparing a proposal to strengthen the governance of the Oak Ridges Moraine Trail and enable implementation of the Trail Strategy. The proposal must build on principles and objectives from the Trail Strategy, emphasize Indigenous leadership, and outline governance administration as described in Strategic Objective #1 and supporting appendices. Key tasks include assessing the current governance model, identifying strengths, limitations, gaps, evaluating 2-3 options, and recommending a preferred model with supporting rationale. The proponent must describe governance structures, outline an implementation and transition plan, identify immediate staffing and funding resources, and consider risks and mitigation actions. The proposal will be developed through four engagement sessions with existing stakeholder and Indigenous-led working groups. Deliverables include a final workplan, report outline, agendas and evolving proposals for engagement sessions, draft and final governance proposals, and a presentation. Proposals must include an understanding of the assignment, methodology, summary of relevant completed projects, personnel qualifications, a work plan with tasks and hours, a budget not exceeding $30,000, client references, and a company overview.
