Proposal Submittal Deadline Date and Time is CHANGED to: Friday, February 20, 2026, 2:00 p.m. (AKT) The Alaska Court System is soliciting for ACS-RFP-26-004 Courtroom Technology Upgrade and Installation. The Alaska Court System complies with Title II of the Americans with Disabilities Act of 1990. Individuals with disabilities who may need auxiliary aids, services, and/or special modifications to participate in this procurement should contact Jesse Head no later than ten (10) days before the due date to make necessary arrangements. The goal of the project is to procure a professional and fully functional Audio-Visual Solution (AVS) for up to 133 courtrooms across 36 locations statewide. This modernization initiative will incorporate electronic exhibit presentation and video conferencing capabilities, and transition from current analog Lectrosonics recording systems such as AM16, DM1612, and DM1624, which are 15-26 years old. The solution will result in a more standard approach to audio amplification, video presentation, and best quality capture of the court record. The initial eight (8) courtrooms in the project will include onsite installation by the contractor with the functionality, capacity, and operability, as described in the specifications herein and training of ACS technicians so that they will be able to perform onsite installations for remaining courtrooms statewide while the Contractor provides remote programming/support as needed for those installations. The following is a list of initial courtrooms where the Contractor will perform installation: Four large courtrooms in Anchorage (825 W 4 th Ave, Anchorage, AK 99501), a single extra-large Supreme Court Courtroom in Anchorage (303 K St Anchorage, AK 99501), a single-courtroom location in Seward (410 Adams St Seward, AK 99664), and a twocourtroom location in Homer (3670 Lake St, Bldg. A, Homer, AK 99603). Refer to the architectural drawings in Attachment B for more information. The AVS will be an integrated solution where multiple pieces of equipment from different manufacturers may require connection to make the AVS fully operational. It is the sole responsibility of the Contractor to verify and ensure that proposed equipment and software integrate and work seamlessly together and with technologies the ACS will continue to use in the courtroom. The ACS will continue to utilize the following technologies: CourtSmart - for audio recordings, Zoom - for video conferencing, AES67/Dante - for audio networking, and Avaya IP Office - for phone connectivity. The offered solution must integrate with these technologies that the ACS will continue to utilize. The RFP specifications represent a design guideline and design intent, but they are not intended to verify that all possible equipment and software listed in the specifications work and integrate seamlessly with any equipment and software. The cost of all functional integrations will be the responsibility of the contractor. Entering into a contract with the contractor for their proposed solution doesn't relieve the responsibility by the Contractor of delivering a fully functional working solution. Any equipment changes required because of incompatibility between different devices of a particular system, shall be provided at no additional cost to the ACS. Budget conscious solutions with minimal recurring expenses should be provided. Hardware/software from reputable brands with life expectancy/support of 7 - 10 years is expected. This is a multi-year/multi-site project, standardized equipment shall be used for all courtrooms statewide, unless not deemed appropriate, for ease of support and user function. The scope of work for the Contractor shall include, but is not limited to, the following tasks: o Preparation of shop drawings, submittals, training, and as-built information for the solution. o Procurement, installation (of first 8 courtrooms), and warranty of all AVS hardware to include: mounts, cameras, microphones, speakers, signal transceivers, players, switchers and AV switches, servers, etc. o Procurement, installation (of first 8 courtrooms), and warranty of all AVS cabling, including patch cables, switches, and fire stopping for all low voltage cabling as part of the AVS. o Programming labor of the AVS, including initial software set up, software registration, and modifications/updates for all courtrooms. o Two levels of training shall be provided for the completed AVS. Administrator level training/troubleshooting shall be provided for at least 10 hours (multiple sessions). User-level training shall be provided for minimum 2 hours per location. o Attend project planning meetings with the Project Manager and the Network Manager to optimize protocol parameters or traffic shaping, network configuration, and other user requirements.
