The project consists of installing approximately 6,720 linear feet of 6-inch PVC C900 water main, 2,770 linear feet of 8-inch PVC C900 water main, 31 fire hydrants, 1 fire hydrant relocation, 23 6-inch gate valves in 4-foot vaults, 9 8-inch gate valves in 4-foot valve vaults, 118 water service connections, 125 linear feet to remove and replace culvert, 300 linear feet of 12-inch water main quality storm sewer, 50 linear feet of 18-inch water main quality storm sewer, 14,000 square yards of topsoil furnish and place, and all other work necessary to complete the improvements. Bid security shall be furnished in accordance with the instructions to bidders. Bids will be accepted only from bidders prequalified by the owner. The general contractor will need to provide a $1,000,000 Drainage Prequalification Certificate from the Illinois Department of Transportation (IDOT) in order to receive the bid documents and plans. Submit prequalification certificates to the Village of Gurnee Engineering Department. Construction bidding documents will be distributed via the Village of Gurnee's FTP site after prequalification is received. Prospective bidders are urged to register with the Village of Gurnee as a plan holder. The submittal of the current IDOT Certificate of Eligibility (Form BC-733) and Affidavit of Availability (Form BC-57) is required. All proposals must be accompanied by a proposal guarantee. The awarding authority reserves the right to waive technicalities and to reject any or all proposals. The contractor shall not pay less than the prevailing rates of wages to all laborers, workmen, and mechanics performing work under this contract and shall comply with the requirements of the Illinois Wages of Employees on Public Works Act (820 ILCS 130/1-12).
