Work To Be Done: The work to be done shall consist of furnishing materials and constructing the project titled Highway 49 - Water System Extension - Phase 3. The major items of construction include 16" water main; 12" water main; road bores; gate valves; fire hydrants; water services; and miscellaneous appurtenances. The work is considered an expansion of the water distribution system and shall be done in accordance with the plans and specifications. Bonds: All bid forms must be accompanied by a Bid Bond in an amount not less than ten percent (10%) of the base bid. All bonds shall be by a surety company licensed in Georgia with an "A" minimum rating of performance and a financial strength of at least five (5) times the contract price as listed in the most current publication of "Best's Key Rating Guide Property Liability". The successful bidder, if awarded the Contract, will be required to furnish a Performance Bond and Payment Bond, each in the amount of one hundred percent (100%) of the Contract amount. Each bond shall be accompanied by a "Power of Attorney" authorizing the attorney-in-fact to bind the surety and certified to include the date of the bond. All bonds must appear on the Treasury Department's most current Circular 570 Listing. The Owner: reserves the right to reject any or all bids, including without limitation, the right to reject any and all non-conforming, non-responsive, unbalanced or conditional bids and to reject the bid of any bidder whom the owner believes would not be in the best interest of the project to make an award to that bidder whether because the bid is not responsive, the bidder is unqualified, or of doubtful financial ability, or fails to meet any other pertinent standard or criteria established by the owner.
