Renovation of an educational facility in Lansdale, Pennsylvania. Completed plans call for the renovation of a educational facility.
Sealed proposals are being requested from Energy Service Companies (ESCOs) for the implementation of Energy Efficiency Related Facilities Improvements as outlined by the Terms of Act 39 of 2010 and amendments of The Pennsylvania Guaranteed Energy Savings Act. Proposals must be in writing, signed, sealed, and clearly labeled as an NMTCC GESA Project Proposal. Price quotes must remain firm for sixty days from the date the proposals are opened. The right is reserved to reject any or all proposals, or any items or parts thereof, or to make any decision that best serves the interest of the Joint Operating Committee (JOC). If discrepancies or omissions in the specifications are found, or if clarification is needed, bidders should immediately contact PHM Associates, Inc. for written correction or clarification. Electronic copies of instructions, specifications, and contract documents can be obtained from PHM Associates, Inc. by email. ESCO pricing per this RFP will include certain requested HVAC system upgrades, building automatic control system upgrades, and lighting improvements per the Base Bid prices; and additional HVAC system and other improvements per the Add Alternate #1 prices; as well as other appropriate Facility Improvements Measures (FIMs) and Energy Conservation Measures (ECMs) proposed by the ESCO. The ESCO will be required to provide individual prices and expected savings for each measure proposed. 1. MEP support to the proposed GKO Architects designed General Construction bid medical occupations classroom modifications per the GKO drawing, plus AHU 14 replacement and modifications as required. The final version of the GKO drawings is expected to be released 1/30/26. Preliminary drawings will be provided to the ESCO for estimating purposes earlier in January (TBD). 2. Multi-zone AHU 13 & 14 replacement (alternate ECM for conversion to VAV). This measure is currently scheduled for the 2026-2027 year. 3. Upgrade remaining non-LED fixtures to LED. This measure is currently scheduled for the 2026- 2027 year. 4. Remove UV lamps from all HVAC units. This measure is currently scheduled for the 2026-2027 year. 5. Recommission all HVAC controls. This measure is currently scheduled for the 2027- 2028 year Add Alternate #1:- Replace the (2) Trane R22 chillers with new properly sized chiller(s) for the existing building plus proposed modifications. (Possibly alternative air cooled chillers mounted on the roof on existing steel structure or in a fenced enclosure adjacent to the rear of the building.) This measure is currently scheduled for the 2028-2029 year. 7. Upgrade primary pumps to VFD drives. This measure is currently scheduled for the 2030-2031 year. 8. Replace 209 cast iron boilers with a gas fired condensing boiler similar to the existing boiler #3. This measure is currently scheduled for the 2029-2030 year. 9. Replace all pneumatic HVAC controls and upgrade the Metasys control system. This measure is currently scheduled for the 2030-2032 years. 10. Replace older RTUs and AHUs as funds are available and as prioritized by NMTCC due to deteriorating operational conditions. This measure is currently scheduled for the 2031 to 2032 years. 11. Replace older (1967) primary switch gear. 12. NMTCC reserves the right to order scope changes to the work for measures as set forth herein as additional scope of work under an Add Alternate #1, for a period up to 48 months from substantial completion of the Base Bid work.. These measures are to be priced in the ESCO proposal, but will not be included in the Base Bid Proposal awarded contract. Any future price increase specific to the scope will be limited to the seasonally adjusted percentage change in the Consumer Price Index for all Urban Consumers (CPI- U) as published by the United States Department of Labor, Bureau of Labor Statistics for the time period between the date of this Agreement and Owner's election under this paragraph. Note that during the final interview and negotiation phase of the selection process, ECMs and FIMs may move from/to the Base Bid to/from the Add Alternate Bid.
